This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 12.6 (STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Proposal (RFP) number is N00178-97-R-2031. The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-45. The Dahlgren Division, Naval Surface Warfare Center, Dahlgren, VA intends to enter into negotiations on a sole source basis with Visicom Laboratories, 10052 Mesa Ridge Court, San Diego, CA 92121 for sixty-six (66) each MIL-STD-1397 Type E Boards (NTDS LLS) with 1 MB RAM, Visicom P/N 530-2017-001. The MIL-STD-1397 Type E Boards NTDS LLS provided by Visicom will be used to support the AEGIS Combat System Interface Simulation project integration effort. The Visicom NTDS products are specifically used for SPY interface functions and to support Theater Ballistic Missile Defense functions. Visicom, Inc. is the only known contractor that can provide these specific products for existing driver and application software. Delivery is required F.O.B. DESTINATION to the Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren, Virginia 22448-5100, (MARK FOR: ATTN: T. Saft, Code N82, Bldg 1524) within 60 days after contract award. Inspection/Acceptance shall be at Destination (NSWCDD) within 30 days after receipt of items. However, earlier delivery and partial shipments are acceptable and encouraged. The acquisition shall include delivery of all standard commercial software, documentation, and warranty that is commercially available as it pertains to this acquisition. All parts must be new parts and no components and/or commercial software may be modified with parts/components or upgrades that are at a different revision level without concurrence from the Government. The parts shall be delivered ready for installation and functionally integrated to perform NTDS interface operation as designed (MIL-STANDARD 1379), and designated by make/part number identification. The parts as identified are required to perform NTDS communication via the VME NTDS interfaces which must functionally pass data to and receive data from AN/UYK-43 Tactical computers to simulate AEGIS shipboard functions. This acquisition has a Defense Priorities and Allocations Systems rating of DO-A70.
