Headquarters, Military Traffic Management Command (MTMC) is seeking
not-for-profit trucking research institute sources, engaged exclusively
in motor carrier research and development, to study the manner and
extent to which private sector land transport experience, equipment,
and procedures can be adopted to improve the efficiency, safety, and
security of loading and transporting military containerized ammunition
to DoD load-out ports and air cargo facilities. MTMC intends to award
a contract with a one year period of performance. The contractor's
responsibilities will include, but are not limited to, the following:
(1) analyze the rules, regulations, and restrictions under Department
of Transportation, DoD, state, and local jurisdictions regarding
intermodal transfer of hazardous munitions in commerce; (2) examine the
efficiency and effectiveness of the current processes used by DoD and
commercial industry munitions shippers for the movement of hazardous
materials (both with and without explosives) into, through and out of
military and commercial aerial and seaports to effect modal and
intermodal operations; (3) analyze the munitions transportation
accident and incident response and reporting procedures and
responsibilities for timeliness, accuracy, and effectiveness of
incident resolution; (4) survey all of MTMC's established strategic
seaports and DoD-selected aerial ports of embarkation, plus nearby
intermodal transfer points; (5) evaluate the current published and
actual process for granting of safe haven, refuge, and secure holding
areas by DoD installations for commercial carriers; (6) survey at least
15 existing DoD installations, 5 commercial trucking firms approved for
munitions and each military Service, as well as the Defense Logistics
Agency Headquarters; (7) evaluate the dollar and manpower costs accrued
by DoD and carriers to effect installation or commercial support in
emergencies and routine situations; (8) evaluate the pattern of
highway, rail, and inland waterway routes and corridors for munitions
shipments through coordination with the modes and the Defense
Transportation Tracking System; (9) examine current locations used by
carriers and DoD to effect safe haven, refuge, and secure holding for
munitions shipments; (10) evaluate current transportation safety and
security procedures published by DoD and those used within commercial
industry for preparing, loading, and shipping sensitive goods in
commerce to prevent in-transit loss and damage; (11) survey DoD
physical security and transportation policy proponents as well as
DoD-selected lock, seal, and intrusion detection venders regarding
safety and security technologies for protection of munitions
in-transit; (12) evaluate the effectiveness of satellite monitoring
technology to protect munitions shipments in-transit; (13) evaluate the
need and potential sources for back-up communications in event of
satellite equipment failure; (14) evaluate the means for alerting the
vehicle operators and system reporting of satellite equipment failures;
(15) examine satellite or other technologies used by commercial motor,
rail, and express package carriers for tracking their shipments and
communicating status reports to customers; (16) conduct a comparison of
costs and efficiencies of the various modes (truck, rail, barge, and
surface or air express package, plus mail) for movement of various
quantities of munitions; and (17) survey the carrier industry and
determine the availability of twist-lock chassis or other vehicles
suitable for transportation of DoD munitions. Not-for-profit trucking
