INTERIOR'S CENTRAL UTAH PROJECT COMPLETION ACT OFFICE IN PROVO, UTAH IS
IN NEED OF A HYDROLOGICAL AND WATER ACCOUNTING MODEL FOR THE UPA LCO
UNIT REPLACEMENT PROJECT OF THE CENTRAL UTAH PROJECT, UTILIZING THE
RIVER BA SIN MODELING SOFTWARE KNOWN AS RIVERWARE. LICENSING FOR THE
SOFTWARE WILL BE MAD E AVAILABLE TO THE VENDOR FOR THIS PRODUCT ONLY.
ALL MODELS WILL BE DEVELOPED US ING RIVERWARE TO BE CONSISTENT WITH
EXISTING MODELING AND PRODUCTS. SEVEN SEPARA TE MODELING TASKS WILL BE
REQUIRED. COMPLETION AND ACCEPTANCE OF EACH TASK WILL BE REQUIRED
PRIOR TO PROCEEDING TO THE NEXT TASK. BILLING FOR EACH TASK CAN BE S
UBMITTED FOR PAYMENT WHEN INDIVIDUAL PRODUCT IS DELIVERED AND ACCEPTED.
FEATURES OF THE MODELS DEVELOPED UNDER EACH O F THE PROPOSED TASKS
WOULD INCLUDE BUT NOT BE LIMITED TO, RESERVOIRS AND ACCOUNT ING POOLS,
DEMANDS AND ACREAGES, AND INFLOW POINTS INTO THE MODEL. TASK 1-MODIFY
THE MODEL OF THE UPALCO UNIT DEVELOPED BY THE USBR WITH RIVERWARE TO
INCLUDE LI MITS ON THE AMOUNT OF WATER THAT CAN BE DIVERTED INTO BIG
SAND WASH RESERVOIR. T ASK 2-MAKE SEVERAL ITERATE RUNS WITH THE MODEL
PRODUCED IN TASK 1 THAT WOULD VAR Y THE OUT OF PRIORITY STORABLE RATE
OF FLOW FOR MAINTAINING THE INSTREAM FLOWS B ELOW CRYSTAL RANCH DAM TO
DETERMINE THE SMALLEST AMOUNT OF THE FISH POOL IN CRYS TAL RANCH
RESERVOIR THAT WOULD BE NECESSARY IN ORDER TO PROVIDE FOR THE MINIMUM
FISH FLOWS. TASK 3-MODIFY THE MODEL PRODUCED WITH TASK 2 AND
INCORPORATE THE STORAGE OF 1861 WATER RIGHTS INTO THE CRYSTAL RANCH
RESERVOIRS AND/OR ACCOUNTING POOLS. TASK 4-COMPARE THE R ESULTS OF THE
MODEL COMPLETED IN TASK 2 WITH THE RESULTS OBTAINED IN TASK 3. NO
MODELING WOULD BE ASSOCIATED WITH THIS TASK. TASK 5-MAKE MODIFICATIONS
TO THE MO DEL COMPLETED IN TASK 2 SO THAT IRRIGATION DEMADS CAN BE MET
FROM THE BIG SAND W ASH RESERVOIR ENLARGEMENT POOL. THIS SHOULD BE DONE
BY INCLUDING ANOTHER ACCOUNT ING POOL IN BIG SAND WASH RESERVOIR. THE
SIZE OF THIS POOL WILL BE DETERMINED WI TH THE COMPLETION OF TASK 2.
THERE WOULD BE NO STORAGE OF 1861 WATER RIGHTS ASSOCIATED WITH THIS
TASK. THE PURPOSE OF THIS TASK WILL BE TO COMPARE THE AMOUNT OF WATER
DELIVERED FROM THE PROJECT WITH THE MODEL PRODUCED BY THE CENTRAL UTAH
WATER CONSERVANCY DISTRICT S TUDIES. TASK 6-USE THE MODEL DEVELOPED
WITH TASK 5 AND MODIFY IT SO THAT THERE W OULD BE STORAGE OF 1861 WATER
RIGHTS ALLOWED IN CRYSTAL RANCH RESERVOIR AND/OR A CCOUNTING POOLS.
TASK 7-COMPARE THE RESULTS OF THE MODEL COMPLETED IN TASK 5 WIT H THE
RESULTS OBTAINED IN TASK 6. NO MODELING WOULD BE ASSOCIATED WITH THIS
TASK . TASK 8-PROVIDE UP TO FOUR BRIEFINGS OF THE PRODUCTS TO THE
DEPARTMENT OF INTER IOR CENTRAL UTAH PROJECT COMPLETION ACT OFFICE AND
INVITED PARTICIPANTS. SIMPLIFIED ACQUISITION PROCEDURE S APPLY. SMALL
