at (401)841-2545 This acquisition is 100% SET ASIDE FOR SMALL
BUSINESSES. The SIC Code is 8711 and the size standard is $2,500,000.
Architectural/Engineering services to provide studies, reports, plans,
specifications, cost estimates and design analysis for the
renovations, alterations, new construction, retrofits, repairs and
multiple related facilities work. A/E firms responding to the
announcement will be evaluated on the below requirements based upon the
following criteria in relative order of importance. a) Professional
experience of the firm in conducting building renovation and
construction. b) Professional qualifications of staff to be assigned to
this project. c) The firm selected must be capable of working on small
to medium size projects consisting of conceptual studies,
architectural projects, office layouts, equipment layouts, office
renovations, laboratory renovations, wrehouse space, storage space,
staging areas, roof repair construction projects and alterations. d)
Multi-disciplined engineering capability. e) Innovative design
capability f) Adequacy and qualification of sub-contractors and
consultants. g) Contract document quality assurance and
interdisciplinary coordination. h) Cost control effectiveness. i)
Location of the firm in the general geographical area of the project,
provided there is an appropriate number of qualified firm therein for
consideration. j) Past experience, if any, of the firm with respect to
performance on Department of Defense contracts. k) Present workload.
l) Volume of work previously awarded to the firm by the Department of
Defense. m) Computer aided design and drafting capabilities in a format
that is compatible with NUWC AUTOCAD Rev. 12 and Rev. 13 System. The
A/E firm shall use Microsofot Word, Microsoft Excel and Specintact
w/SGML for specifications. n) The firm selected must be capable of
designing and working a small to medium sized projects as well as large
projects. The A/E shall have quick response, immediate action
capability on any design, construction and submittal questions.
Engineering firms which meet requirements described in this
announcement are invited to submit a completed Standard Form 254
Architect-Engineer and Related Service Questionnaire and Standard Form
255, Architect-Engineer and Related Service Questionnaire for Specific
Project to ROICC, NAVFAC Contracts, NETC, Building 1, Simponietri
Drive, Newport, RI 02841-1712. Firms responding to this Announcement by
03 Sep 1997 will be considered. This is an Indefinite Delivery A/E
contract for the period of twelve months and including an option for an
additional one year extension. The Government reserves the right to
exercise the option for this contract. A minimum fee of $5,000.00 is
guaranteed under the basic contract, and a minimum fee of $5,000.00 is
guaranteed for the option contract. Subject to necessary changes, the
total A/E fee that may be paid under this contract will not exceed
$225,000.00 for the basic contract and will not exceed $225,000.00 for
