C -- ARCHITECT AND ENGINEERING FOR FINAL DESIGN OF A DEBRIS BASINS, FLOOD CONDUIT & CHANNEL IMPROVEMENTS ON BULLARD & DEADMAN CREEKS IN LAKEVIEW, LAKE COUNTY, OREGON SOL NRCS-71-OR-97 DUE 082297 POC Rene' Walls, Contracting Officer, 503 414-3212, Ben Doerge, Technical Contact, 503 414-3245 EXT 1690 DEADMAN-BULLARD WATERSHED PROTECTION AND FLOOD PREVENTION PROJECT, LAKE COUNTY, OREGON. The Natural Resources Conservation Service, Portland, Oregon, proposes to contract for the final design of four debris basins, a buried flood conduit, six road crossings, and channel improvements on Bullard Creek and two debris basins on Deadman Creek, located in or near the Town of Lakeview, Oregon. The final design shall include the preparation of construction drawings and specifications. These works of improvement comprise a portion of the Deadman-Bullard Watershed Protection and Flood Prevention Project, which was developed by the NRCS for the Town of Lakeview, the Lakeview Soil and Water Conservation District, and Lake County. The final design shall conform to the functional requirements of the Deadman-Bullard Watershed Plan and Environmental Assessment. The overall project also includes a 55 foot high roller-compacted concrete floodwater retarding structure, which is currently being designed under a separate contract. This structure must be completed before the remaining works of improvement are installed. The contract will require services including: a) hydrologic, hydraulic, geotechnical, and structural design of (i) debris basins, including a reinforced concrete drop spillway, auxiliary earth/riprap spillway, trash rack, and provision for fish passage, (ii) buried reinforced concrete box conduit, and (iii) channel improvements, including vegetative design, and (iv) culvert road crossings; b) preparation of final construction drawings and specifications, design report, cost estimate, bid schedule, operation and maintenance plan, quality assurance plan, and design folder; and c) consultative services during construction. The NRCS has already completed the geologic investigations for this project. The contract will be a firm, fixed-price Architect-Engineer (A&E) contract. The estimated cost for this project is between $500,000 and $1 million. The A&E contract for final design is estimated to have a performance time of 300 calendar days. Construction of the project is expected to be divided into three annual phases in the following order: 1)debris basins, 2)channel improvements and road crossings, and 3)flood conduit. Construction has an estimated start date of April 2000 and an estimated completion date of October 2002. Selection for this project will be based on the following criteria, shown in descending order of importance: a. Specialized experience and technical competence including knowledge of NRCS policy, criteria, competence including kcompetence including knowledge of NRCS criteria, policy and procedures; b. Professional qualifications necessary for satisfactory performance; c. Past performance on contracts with Federal government and private industry; d. Capacity to accomplish the work in the required time; and e. Location in general geographic area of the project and demonstrated knowledge of the locality of the project.
