K -- CONVERSION OF EXDRONE UAVS TO DRAGON DRONE CONFIGURATION SOL M67854-97-R-2134 DUE 082097 POC Contracting Officer, Ellen Simonoff, (703)784-5822, ext. 246 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is M67854-97-R-2134 and is an RFP. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46 and Defense Acquisition Circular 91-11. This is a total small business set-aside, SIC 3728, 1,000 employees. This requirement is a Firm-Fixed Price contract for the conversion of 2 Exdrones to Dragon Drones, data items, and options for up to 60 additional conversions in accordance with the specifications stated herein. The contractor shall provide: CLIN 0001 -- two (2) each, Conversion of Exdrones to Dragon Drones; CLIN 0002 -- conference Agenda; CLIN 0003 -- Conference Minutes; CLIN 0004 -- interface Requirements Specification; CLIN 0005 -- Contractor's Progress Status and Management Report; CLIN 0006 -- Test Procedure; CLIN 0007 -- Test/Inspection Reports; CLIN 0008 -- Commercial-Off-The-Shelf (COTS) Manuals; Option CLIN 0101 (if exercised) -- five (5) each, Conversion of Exdrones to Dragon Drones; Option CLIN 0102 (if exercised) -- five (5) each, Conversion of Exdrones to Dragon Drones; Option CLIN 0103 (if exercised) -- ten (10) each, Conversion of Exdrones to Dragon Drones; Option CLIN 0104 (if exercised) -- ten (10) each, Conversion of Exdrones to Dragon Drones; Option CLIN 0105 (if exercised) -- ten (10) each, Conversion of Exdrones to Dragon Drones; Option CLIN 0106 (if exercised) -- twenty (20) each, Conversion of Exdrones to Dragon Drones. DESCRIPTION: Conversion of Exdrones to Dragon Drones, CLIN 0001 and Option CLINs 0101-0106, includes that the contractor shall provide procurement, engineering, and shop labor support for upgrading Exdrone Unmanned Aerial Vehicles (UAVs) to the Dragon Drone configuration for the Marine Corps Warfighting Laboratory (MCWL). The effort includes updating the avionics package of the drone and providing a manufacturer's certification of the flight readiness. Applicable document: Dragon Drone Operating Manual. GOVERNMENT FURNISHED PROPERTY: Two (2) Exdrone UAVs to be provided 7 days after contract award. COMPONENT PROCUREMENT: The contractor shall procure all components necessary for upgrading Exdrone UAVs to the Dragon Drone configuration. The components to be procured include integrated Exdrone autopilots with GPS antennas and cables, longitudinal attitude sensors, air data probes, wiring harnesses, and long nylon skids with replaceable feet. Specifications for these components are given below. The contractor may supply alternate components, as approved by MCWL, if it can be demonstrated that these components are compatible with the Dragon Drone, its components, and its ground control station; perform as well as or better than the components replaced; weigh the same or less; require the same or less volume; draw the same current or less; cost the same or less; and are available at least as soon as the components replaced. COMPONENT INSTALLATION AND TESTING: The contractor shall remove old components from Exdrone UAVs, modify the air vehicle for receiving new components, install the new components, and perform system tests to verify that upgraded drones operate properly. The system tests shall include: a. Demonstrating that the center of gravity of each air vehicle is within limits with a full load of fuel and batteries in accordance with system operating manuals provided by MCWL. b. Programming the autopilot and conducting ground tests. c. Demonstrating proper communication between the air vehicles and the ground control station (both downlink and uplink). d. Conducting air vehicle control checks. With the exception of (a) above, these tests shall be conducted both with the engine off and with the engine running. System checks with the engine running shall be performed at minimum and maximum engine rpm. TOOLS AND EQUIPMENT: The contractor shall supply all tools, system components, and supplies necessary for upgrading Exdrone UAVs to the Dragon Drone configuration. CWL shall provide all air vehicles, ground control stations, and documentation necessary for upgrading and testing air vehicles. MCWL shall provide all necessary technical data concerning the Dragon Drone required by the contractor for all necessary upgrade components. The contractor shall have access to Exdrone air vehicles and ground control stations, at the discretion and convenience of MCWL, for any necessary measurements and observations. The contractor shall return to MCWL any components removed from Exdrone air vehicles during the upgrade process. UPGRADE SPECIFICATIONS: (1) Integrated Exdrone Autopilot -- Recommended supplier: AeroComm Inc; Recommended component: Series 400 Autopilot, equivalent or better, consisting of a 32-bit microprocessor, UHF receiver, digital compass, and GPS receiver. Significant performance requirements: Stable, controlled flight; autonomous flight with over 100 waypoints; differential GPS; in-flight reprogramming; serial RS232 I/O; all components are contained in a single unified 10"x8"x2.5" housing, weighing only two pounds. Component specifications: a. Processor section: 32K program memory, 32K Random access memory (RAM), 5 bi-directional serial interfaces, 16 analog input channels (12-bit resolution), 2 analog output channels (8 bit resolution), 20 digital I/O channels (discrete I/O, pulse width modulated), various payload interfaces. b. Gyro: +/-80 degree/sec rate Gyro. c. Digital compass: +/-0.5 degree accuracy. d. GPS receiver: 8 channel C/A code, Battery backed-up almanac, time and position, accuracy <25 meters spherical error probable (50% of the fixes will be <25 meters off), 1-5 meters differential. e. UHF uplink: Crystal controlled, 470-490 MHz banc, 1200-4800 baud link, modules available to cover low VHF to High VHFbands. f. Wiring harness: All necessary cabling is included to interface with control surfaces servos and with a downlink transmitter and GPS antenna. The wiring harness needs to be EMI resistant. (2) Longitudinal Attitude Sensor -- Recommended Supplier: None; Recommended component: Gyroscope; Significant performance capabilities: Mechanical limits: 180 degrees freedom of rotation about roll axis, +/-80 degrees minimum freedom of rotation about pitch axis. Roll electrical displacement: +/-90 degrees +/-0.5 degrees. Pitch electrical displacement: +/-60 degrees +/- 0.5 degrees. Resolution: infinite. Linearity, +/-0.25% of full range at null expanding linearity to 1% at full scale electrical displacement. Power dissipation: 0.50 watts maximum at +165 degrees F. Output smoothness: 1.0% of full scale maximum. Time to erect from motor off condition: 3 minutes to within +/-0.5 under static conditions. Vertical accuracy after 5 minutes: +/- 0.25 of true vertical under all conditions except random vibration. Drift: With erection system inoperative, free drift independent of earth's rotation shall be 0.25 degrees/minute maximum. Vibration Level/Vertical accuracy: 1 degree accuracy in range from 10 to 1000 Hz for all axis. Temperature: -30 degrees C to +71 degrees C. (3) Air Data Probe: Recommended Supplier: Contractor option; Recommended Component: None specified. Key performance capabilities: Capable of reading 0 to 120 knots; converts pressure to 0 to 5 volts output; accurate to plus or minus 2% or better. (4) Nylon Landing Skids with Removable Feet: Recommended supplier: Contractor option; Recommended component: None specified; Key performance capabilities: Allows reliable landing of the UAV, allows for payloads to extend 7 inches below the underside of the UAV. DATA ITEMS: CLIN 0002 -- Conference Agenda: DI-ADMN-81249A, delete 10.2.3, 10.2.g, 10.2.h, 10.2.i, 10.2.l; submit 10 days prior to each conference, meeting, audit, or review; CLIN 0003 -- Conference Minutes: DI-ADMN-81250A, delete 10.2.c, 10.2.e; minutes shall be submitted within 15 days after each conference, meeting, audit, or review; distribute one copy to each attendee; CLIN 0004 -- Interface Requirements Specification: DI-IPSC-81434, delete 10.2.3.y, 10.2.5; submit within 45 days after contract award. Gov't requires 2 weeks to review and comment; final submission due 30 days after receipt of gov't comments; CLIN 0005 -- Contractor's Progress Status and Management Report: DI-MGMT-80227, delete 10.3.j, 10.3.k, 10.3.l; submitted monthly, the report shall provide a review of work accomplished during the reporting period and shall provide a summary of problems, risks, issues, and status of deliverables. The reporting period will be from the first to last business day of each month, beginning 60 days after contract award; CLIN 0006 -- Test Procedure: DI-NDTI-80603, delete 10.2.1.2; submit draft 30 days prior to the start of testing, gov't requires 14 days to review, final due 30 days after receipt of gov't comments; CLIN 0007 -- Test/Inspection Reports: DI-NDTI-80809A, submit 14 days after completion of each test; CLIN 0008 -- Commercial-Off-The-Shelf (COTS) Manuals: DI-TMSS-80527, submit 2 copies to MCWL 30 days after contract award plus overpack one set with each end item delivered. POST AWARD CONFERENCE: Conference to be held within 30 days after award at the contractor's facility. DELIVERY SCHEDULE: All deliveries shall be inspected at point of origin, accepted at point of destination, and delivered FOB Destination to Marine Corps Warfighting Laboratory, 2042 Broadway Street, Quantico, VA 22134 as follows: CLIN 0001, 2 months after contract award; Option CLINs 0101- 0105, 3 months after option is exercised; Option CLIN 0106, 4 months after option is exercised. FAR 52.212-1, Instructions to Offerors -- Commercial Items and the provision FAR 52.212-2, Evaluation -- Commercial Items, apply to this solicitation and are hereby incorporated by reference. The following factors shall be used to evaluate offers: technical capability of offered items to meet Government requirements, ability to meet the delivery schedule, past performance, and price. The offeror shall identify where the offered item meets or does not meet each of the functional and performance specifications listed above. Any offeror who submits a quotation on an "equal product" is required to clearly identify the item by brand name, if any, and make or model number, and provide literature (e.g., catalog, description, etc.) which shows that the offered product meets the salient characteristics of the items listed herein. The offeror shall provide the names, contact points, and telephone numbers of three (3) commercial or government customers that are currently using the item being offered for purposes of past performance evaluation. Technical capability, delivery capability, and past performance, when combined, are significantly more important than price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. The provision at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, apply to this acquisition. The provision at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, Subparagraphs (a), (b)(1), (2), (3), (5), (6), (7), (8), (9), (10), (13), (17), (d) and (e) apply to this acquisition and are hereby incorporated by reference.
