RFP/Solicitation for a level of effort contract for the consultancy
services of a clinical/medical professional and a Master's level
technical writer to assist in the revision of the medical screening
guidelines used by the Peace Corps Office of Medical Services for
evaluation of applicants as Peace Corps Volunteers. Knowledge of Peace
Corps Medical Screening Guidelines is a plus. The deliverables of the
contract will be reports, summaries and written recommendations which
will be used by OMS to revise existing guidelines and to develop new
guidelines where necessary. Statement of Work Task 1. Review of the
development of strategies for searching the literature. The literature
searches will be conducted by OMS staff. The contractor will review
the initial literature search by OMS staff to evaluate the strategies
and make recommendations for improving the quality of results. Task 2.
Review of the literature From the literature identified in the search,
the contractor will extract information which is pertinent to each
topic. Using this information the contractor will prepare a document
which can be used by OMS to create a particular screening guideline.
The contractor will: 1. Synthesize the information collected in the
literature search, identify agreement or disagreement in the
conclusions and suggest resolutions for these discrepancies, if
present; 2. Identify the source and relative significance of each
conclusion; 3. Prepare a document with criteria from the examined
information using a standard format to be developed in consultation
with OMS; 4. Reference specific findings in the literature; 5 Organize
each condition into a hierarchy of major diagnostic and clinical
sub-categories (by stage, severity, chronicity, co-morbidity); 5.
Identify current management plans for each sub-category; 7. Establish
prognostic categories and quantify the risk of recurrence, aggravation
or exacerbation; 8. Identify factors that may contribute to the risk
of recurrence, aggravationor exacerbation; 9. Identify the likely
severity and possible consequences of recurrence, aggravation or
exacerbation should it occur. Period of Performance: mid-August
1997-June 1998. Estimated hours: 300 of medical/clinical professional;
470 hours of Masters level technical writer. Approximately 4 hours for
each per month will be required for an on-site meeting at Peace Corps
Headquarters. Proposal should include fully-loaded hours only; no
