mhruiz@pop.jpl.nasa.gov. The Jet Propulsion Laboratory/California
Institute of Technology (JPL/Caltech), operating under a prime contract
with the National Aeronautics and Space Administration (NASA), seek to
determine the interest of potential proposers for Vehicle Maintenance
and Repair. The JPL Vehicle Operations department currently provides
vehicles and related management, maintenance and repair services to all
levels of personnel for job-related assignments and tasks on and off
the JPL facility. These vehicles are leased from the General Services
Administration (GSA), which is a federal agency. The GSA manages a
fleet of various types of vehicles, ranging from compact sedans to
buses, ambulances, light trucks (4x2 and 4x4), heavy duty trucks and
vans with gasoline, M85, LPG and natural gas engines. JPL Vehicle
Operations will provide motor vehicles in accordance with the
requirements set forth by JPL. All vehicles will meet all state,
manufacture's and local regulations regarding safety, operation and
emissions. All vehicles provided by JPL will remain the property of the
GSA. JPL's subcontractor can be authorized to acquire motor vehicles by
establishing their own contract with the GSA. Monitoring performance
and requirements would be the responsibility of JPL core personnel to
ensure quality and quantify vehicles to meet the needs of JPL
personnel. JPL's current inventory consists of 173 vehicles. JPL
personnel to be contracted out is as follows: 3 automotive technicians;
1 automotive body technician; 1 automotive maintainer; and 1 automotive
technician trainee. The contractor will provide or make available all
labor, equipment, tools, supplies, lubricants, parts, tires, and
materials needed for maintenance, repairs or fabrication of motor
vehicles. The contractor will establish an approved repair location in
the vicinity of JPL that will provide JPL with dependable maintenance,
repair and warranty services, including scheduled and nonscheduled
maintenance and repair. The contractor will maintain current
documentation, records and reports that demonstrate that all vehicles
are properly maintained and serviced. Written expression of interest
