Commercial Items in accordance with procedures in FAR PART 12. This
constitutes the only Solicitation, no written solicitation will be
issued. The Network Acquisition Service Center located at the VA
Medical Center, Denver, Colorado, in contractual support for the
National Cemetery Office (Western Division), are requesting rental

Equipment. The Contractor will be required to provide rental of heavy
equipment to the following National Cemeteries located at; Denver, CO
-- Sturgis, SD -- White City and Portland, OR -- El Paso, TX --
Maxwell/North Platte, NE -- Leavenworth and Fort Scott, KS --
Minneapolis, MN -- Sante Fe, NM -- Phoenix, AZ -- Kent, WA -- San
Bruno, San Francisco, Los Angeles, Loma Linda, and Gustine, CA,
Honolulu, HA and Anchorage, AK. Rental periods from minimum of 1 day to
maximum of 90 days w/approval up to 180 days. Delivery and return of
equipment at no cost to the Government. 24 hour 800 number customer
service trouble desk and dispatcher provided by the Contractor.
Over-The-Road mechanics dispatched by the Contractor to repair sight
within 4 hours of service call placed during daily working hours
(Exceptions exist at Honolulu/Anchorage/Fort Scott/Maxwell), Contractor
will have local operators that will initiate repairs and invoice the
Contractor. All parts and Labor at no cost to the Government. All parts
will be delivered and installed on site by the Contractor. Replacement
equipment for non- repairable equipment on site shall be treated in
the same venue as described as parts replacement, delivery and pickup
at no cost to the Government. Initial equipment ordered shall be
delivered on site within 72 hours after request for rental is received
by the Contractor. Equipment rental concludes on the date of the end
of the work day by notification from the appropriate cemetery by
telephone and confirmed in writing by fax to the Contractor.
Specifically, rental period begins only when equipment arrives on site
and ends when written notice is received, not when order placed prior
to delivery on site or date equipment is picked-up on site by the
Contractor for return.The Contractor shall provide rental heavy
equipment services to all cemetery sites listed in this notice.
Centralized billing/invoicing shall be required of the Contractor. The
Centralized trouble desk will provide for emergency responses 24 hours
a day, 7 days a week, including all Government recognized holidays.
Payment methods will require acceptance of the Government Impact card
for all transactions below $2500.00 as well as be Electronic Funds
Payable (deposit) capable. The following FAR provisions apply to this
proposal; 52.212-1, Instructions to Offerors Commercial; 52-212-2,
Evaluation -Commercial Items. Evaluation criteria to be included in
paragraph (a) provision 52.121-2 as follows: Technical Capability, Past
Performance, and Price. Technical Capability and Past Performance when
combined, are approximately equal in importance to Price. Also all
offerors are to include a complete copy of provision 52.212-3, Offeror
Representations and Certifications-Commercial Items, including
52.204-6, Contractor Identification Number -- Data Universal Numbering
System (DUNS) Number. The following FAR clauses apply to this
proposal; 52.212-4, Contract Terms and Conditions-Commercial Items.
Addendum to 52-212-4 includes VAAR Clause 852.219-70, Veteran-Owned
Small Business, 52. 217-9, Option to Extend the Term of the Contract.

Standards Acts and Service Contract Act -- Price Adjustment. An
evaluation shall be performed to determine if each proposal is
technically acceptable. A technically acceptable proposal must clearly
show the offeror can meet the minimum requirements of the Government.
Each proposal will be reviewed to assure that each specification and
function required in the proposal is addressed. The offer is
unrestricted. The Standard Industrial Classification (SIC) code is
7353. Offers must be signed by an official authorized to bind your
organization and are due August 29, 1997 at the close of the business
