State, Office of Foreign Buildings Operations (A/FBO), is seeking to
pre-qualify offerors for the replacement of the blast-resistant windows
in the Chancery Office Building (Cairo I Tower) at the U.S. Embassy
compound in Cairo, Egypt. The windows are constructed of a laminated
polycarbonate core with single layers of 1/8-inch heat strengthened
glass laminated to the core on the interior and exterior. The
solicitation will provide for options to replace all of the windows or
part of the windows. The COB is occupied at this time and will remain
so during the project. The performance period for total window
replacement will be 12 months and partial replacement will be 6
months.. The project's estimated value is between $500,000 and
$2,000,000. Prospective offerors must meet the following
pre-qualification criteria and provide details of their qualifications
in writing in order to be pre-qualified and receive the solicitation:
A) Demonstrate the ability to successfully finance a project of this
magnitude, including the ability to obtain the necessary bonding and
insurance for a project of this size; B) Demonstrate experience in
completing similar construction/renovation type projects between
$500,000 and $2,000,000; C). Demonstrate successful installation of
blast-resistant windows and glazings on projects similar in value and
complexity which were performed outside the continental United States,
Alaska and Hawaii; D). Demonstrate satisfactory performance on a
similar U.S. Government contract, if any; Although previous or ongoing
performance of a U.S. Government contract is not a requirement, if
such contracts have been performed, the Contractor must have
satisfactorily performed said contracts. E). Provide certification or
recommendation from a blast-resistant glazing manufacturer that your
firm is qualified to perform such an installation. The successful
offeror, including all entities which comprise a joint venture, must
possess a Department of Defense (DOD) SECRET Facility Security
Clearance (FCL), issued in accordance with the National Industrial
Security Program Operating Manual, DOD 5220.22M, prior to contract
performance. Specifically designated personnel assigned to this
contract must also possess SECRET personnel clearances issued by the
Defense Industrial Security Clearance Office. Interested applicants
