The procurement is a Firm-Fixed Price, unrestricted simplified small purchase acquistion less than $100,000.00. For the restoration of chapel windows, the government has chosen to use Simplified Source Selection Procedures. Technical and price quotes will be submitted and evaluated equally. Award will be made to the quoter whose quote will be most advantageous to the Government. The contractor shall provide all labor, materials, supervision, transportation and services to restore historical chapel windows. Quoters must demonstrate successful experience in the following evaluation factors: (1) Past Performance: a. Provide documentation as proof of specializing in stained glass windows for a minimum of two years; b. Provide references from previous customers/contracts; (c) Provide experience of proposed subcontractors, if any; (2) Proposed Method of Accomplishing Restoration of Windows: a. Provide detailed quote of planned method of performance; b. Provide list of material to be used, and potential sources of supply. Describe the lead time associated with these items; c. Provide estimated completion time for window restoration and finally; (3) Quality Control: a. Provide written guarantee for a period of ten years on craftmanship and material from defect; b. Identification of staffing, and procedures for identifying and correcting unsatisfactory work; c. Identification of actions that are taken to prevent deficiencies from recurring.
