This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested; and
a written solicitation will NOT be issued. This requirement has been
assigned a response number of DE-RP04-97AL76681 and will need to be
referenced on all offers/responses to this announcement. The
requirement will be awarded under full and open competition. For
information purposes, the assigned Standard Industrial Classification
(SIC)Code for this procurement is 3484 with a corresponding size
standard of 1000 employees. This commercial item incorporates the
provisions and clauses that are in effect through Federal Acquisition
Circular 90-46. No substitute items will be accepted. The U.S.
Department of Energy, Albuquerque Operations Office (AL) is
acquisitioning for 300 Infared Laser Aiming Devices. The aiming device
shall meet allmilitary specifications for the AN/PAQ-4C, including the
following features; the aiming device shall include an integrated mount
for M16A2 rifle, with the protective shroud for momentary, paddle-type,
on-off switch. The Class I helium-neon diode laser shall have a
wavelength of 830 nanometers, with constant-on modulation, an output
power of 1.0 milliwatt, and beam divergence less than 2 milliradians;
and shall be powered by AA-type batteries. The aiming device will meet
all AN/PAQ-4C military specifications for environmental conditions,
shock and vibration. Delivery is to KAFB, Area 6000, Kirtland AFB, NM
87185, FOB Destination, and is required no later than . Provision FAR

acquisition without addenda. Proposals will be evaluated on the basis
of lowest overall price. In addition to the vendor's proposed pricing,
offerors shall include a completed copy of the provision at FAR
52.212-3, Offeror Representation and Certification -- Commercial Items
and FAR 52.212-5, Contract Terms and Conditions required to Implement
