e-mail, bodnerd@nosc.mil. The Space and Naval Warfare Systems Command,
Joint Maritime Communications System (JMCOMS) Program Office, is
seeking potential sources to supply the Navy and joint forces with a
commercial off-the shelf, non-developmental UHF SATCOM antenna system.
The antenna system shall be capable of maintaining upper hemispherical
coverage independent of motion and maneuver of the ship. The antennas
shall have hemispheric coverage from two degrees above horizon to
zenith. The antenna system shall require no manual inputs or operator
attendance to maintain the antennas pointing to true satellite azimuth
The antenna system shall meet the following performance requirements:
RF Power Rating of 800 watts peak envelope power (PEP) and 400 watts
average power. Frequency range of 240 to 318 MHz. Polarization shall be
right-hand circular. Gain shall be between 12-16 dBi, but not less than
12 dBi. The 3 dB beamwidth shall be no less than 33 degrees from 240 to
318 MHz. VSWR of the radiating assembly shall not be greater than 1.5:1
across 240 to 292.2 MHz and 1.2:1 across 292.2 to 318 MHz. Total
antenna weight shall not exceed 280 lbs. The antenna physical
dimensions shall not exceed 4.5 ft high by 4.5 ft deep by 4.5 ft wide.
The Receive frequency range shall be 243.0 to 270.5 MHz. The receive
signal shall require amplification or a preamp, the preamplifier gain
shall be 32 + 2.0 dB at the center frequency. The preamplifier noise
shall not exceed 2.0 dB. The antenna system will also require a
diplexer for bandpass filtering on the transmit and receive bands. The
transmit frequency range shall be 292.2 to 318 Mhz. A
transmit-transfer and receiver-transfer switching unit shall be
required for automatically switching from one antenna to the other. The
switching unit shall have a switch for single satellite coverage and
dual coverage, allowing independent antenna tracking and dual satellite
access options. An antenna control unit, configured for a 19 inch
cabinet shall be provided for control of the antennasystem. The antenna
control unit shall process operator input commands of true elevation,
azimuth, and own ship heading inputs from the own ship data set and
convert them to commands for antenna pointing. Any offeror who can
provide an item which meets the above characteristics should, at a
minimum, submit the following information: System description and
performance which addresses the desired capabilities, the unit cost for
quantities of 50 and 100 systems, the included capabilities at the
submitted cost, upgrade path, production rates, length of time product
has been on the market, quantities produced to date, supporting
technical documentation, warranty information, test reports/supporting
data, logistics infrastucture, performance/reliability data, and the
appropriate company points of contact. Interested parties must indicate
whether they are small business, small disadvantaged, or 8(a). This is
not an RFP, a promise to issue an RFP, nor will the government pay for
information received in response to this synopsis. Acknowledgment or
receipt will not be made nor will telephone inquires be honored.
