The National Weather Service (NWS) is working on a computer evolution
project called the Open Radar Product Generator (ORPG). ORPG is the
first step in conversion of computer hardware and software for the
Weather Surveillance Radar 1988 Doppler (WSR-88D) to an open computing
platform. The ORPG project focuses on changes to the following system
functions: remote radar control, radar data ingest, meteorological
radar product algorithm processing, product generation, and product
distribution. Specifically, the computer evolution is from a
proprietary 32-bit super minicomputer platform to a client/server based
architecture. Although most of the existing RPG computer hardware will
be replaced, the hardware used for the radar product distribution
functions is being examined for reusability on the ORPG project. The
product distribution hardware consists of a 21 slot IEEE 1014-87 VMEbus
and up to 12 four port serial RS-232 WAN controller cards (6Ux160mm
Eurocard form factor). The WAN cards are used for synchronous ITU X.25
point to point communications. The cards are manufactured by Formation
Inc. and consist of the fv5310 server base card, part number
23275RLC5/34, and fv5310-02 RS-232 Mezzanine, part number 91758RLC1/2.
Formation, Inc. is the sole owner of design, documentation, and
manufacturing rights for this product. The WAN server base card was
originally targeted as a commercial-off-the-shelf (COTS) product by
Formation, Inc. The COTS plan for the product never matured because the
only major customers required tailored applications for these boards.

NWS, a primary purchaser of the board, required firmware modifications
to support an existing proprietary computer architecture. The
modifications enabled support of external host computer communications
through a translator from VMEbus to Concurrent Computer Corporation's
M3200 I/O bus. NWS is unable to determine the capabilities and
limitations of the existing firmware to support standard VMEbus
communications because the design documentation is the property of
Formation, Inc. The U.S. Dept. of Commerce, NOAA intends to acquire,
for the NWS, access, with reproduction rights, to all design
documentation, software/firmware documentation, and test tools for the
fv5310 server base card, part number 23275RLC5/34, and fv5310-02
RS-232 Mezzanine, part number 91758RLC1/2. Along with obtaining data
rights, NOAA intends to issue a sole source contract to Formation, Inc.
to develop revised firmware for the fv5310 WAN server base and
fv5310-02 RS232 serial mezzanine cards. The revised firmware will
support bus communications in accordance with IEEE 1014-87 and the most
recent ITU X.25/LAPB recommendation. In addition, the firmware will
include corrections for all known product deficiencies. The proposed
procurement action is for the acquisition of access and reproduction
rights and firmware development and revisions for which the Government
intends to solicit only one source under the authority 41
U.S.C.253(c)(1). This is not a request for proposals. Interested
parties are encouraged to respond to this announcement within 30 days
of its publication. Interested firms shall submit in writing, its name,
address, point of contact, telephone number, business size and a
certified statement evidencing the authority to provide the access and
reproduction rights and its capability to develop and make revisions
to firmware proprietary to Formation. This information must be
submitted to the address stated herein. NOAA plans to issue a
solicitation to Formation within thirty days from the date of this
announcement. The Government reserves the right to solicit offers based
on receipt of affirmative responses to this notice. The Standard
Industrial Classification (SIC) Code is 3679 (Electronic Components
N.E.C). The small business size standard is 500 employees. This is not
