is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation (FAR),
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Solicitation Number N00421-97-R-1351 is issued as a request for
proposal (RFP). The incorporated document and provisions and clauses
are those in effect through Federal Acquisition Circular 90-46 and
Defense Acquisition Circular 91-11. This action is not set aside for
small businesses. The applicable SIC is 3577 and the small business
size standard is 1,000 employees. The Government intends to solicit and
negotiate on a SOLE SOURCE BASIS with BARCO CHROMATICS, INC. under the
authority of FAR 6.302-1. BARCO CHROMATICS, INC. is the sole qualified
supplier of this equipment at the present time. This notice of intent
is not a request for competitive proposals. However, interested parties
may submit a proposal in which they identify their interest and
capability. All proposals received by 2:30 P.M. Eastern Standard Time,
21 August 1997 will be considered by the Government solely for the
purpose of determining whether to initiate a competitive procurement.
Technical capability will be determined solely on the content and merit
of the information submitted in response to this provision. Therefore,
it is incumbent on the interested party to provide sufficient
technical literature, documentation, etc. in order for the Government
to make an adequate technical assessment of the proposal. The
Government reserves the right to process the procurement on a sole
source basis based upon the responses received. The Government will not
pay for any information received. The contract line item numbers and
items are: CLIN 0001-BARCO MIL-tailored color, high resolution raster
display, model #MPRD 9874, part #V 9517980 (Quantity: 18) and CLIN
0002-Digital Control Keypad, part #AR 110030 (Quantity: 3). The
monitors are to be used with the Amphibious Air Traffic Control (AATC)
and Carrier Air Traffic Control Center (CATCC) systems aboard various
Navy ships. It is essential that the units fit and function properly
on the Navy ships. The salient characteristics stated below are the
minimum acceptable features for the color display units and are not
necessarily all inclusive. The total weight shall not exceed 180
pounds. The bezel shall allow for mounting of the monitor to the
existing OD-201 cabinet perimeter flange as per the MPRD 9874 bezel
design. The CRT shall be color with in line guns and an Invar mask. The
color temperature shall have, at a minimum, a range of 6,500 to 9,300
degrees Kelvin. The CRT pitch shall be 0.37 mm (0.0145"). The CRT
resolution shall be a minimum of 2048 x 1536 addressable pixels. The
CRT face plate shall achieve 86% transmission. The CRT aspect ratio
shall be 4/3 on a 27" diagonal (minimum) tube. The minimum useable
(viewable) CRT dimensions shall be 2028square centimeters (314 square
inches). The CRT shall have an anti-reflection filter. The display
shall be Electromagnetic Interference (EMI)/Electromagnetic Capability
(EMC) passive and active filtered from the front (viewing end). The
CRT shall have automatic magnetic compensation for perpendicular (to
the face plate) magnetic fields up to 2 gauss. The monitor shall have
integrated "mumetal" shielding from lateral and vertical magnetic
fields for the CRT. The shielding shall withstand variations in the
earth's magnetic field as a result of ships movement in the Northern or
Southern hemisphere. The monitor shall have manual degaussing available
to the operator from the front panel. The CRT convergence errors shall
not exceed 0.5 mm (0.020"). CRT convergence, focus, brightness,
contrast (all adjustments and alignments) shall be digitally controlled
and adjustable without disassembling the monitor or removing it from
the cabinet; with operator required adjustments (contrast/picture and
brightness/background) located on the front panel. The operator
adjustments shall have a minimum range of 0-1023 digital steps. The
monitor shall automatically adapt brightness and contrast to ambient
light changes. The monitor shall be cable of operating by synchronizing
on green, using a composite sync, or by utilizing separated horizontal
and vertical syncs. The monitor shall have 75 ohm BNC RGB-S input
connectors. The video bandwidth shall not be less than 250 MHz (maximum
rise and fall times of 1.8 nanoseconds). The monitor shall auto lock to
scanning ranges from 50 to 128 KHz. The monitor power supply shall be
a self contained 115/220 VAC unit with an input range of 90 to 264 VAC.
The monitor shall have canon plug type, snap lock or screw on, 3 pin
power connectors with the male connector mounted on the monitor
cabinet. Power consumption shall not exceed 300 watts and the monitor
shall have a minimum power factor of 0.90. The power input shall be
transformer isolated for shipboard 3 phase (no return/delta) power. The
monitor shall be convection cooled. The monitor shall operate in a
sealed cabinet environment with forced air ventilation. The monitor
enclosure shall be at earth/chassis ground. The monitor enclosure shall
be equipped with female shock pin receptacles. The faceplate shall be
drip proof while oriented at a 45 degree angle with the CRT top tilting
away from the operator. The operational temperature range shall be a
minimum of -25 to +55 degrees centigrade. The monitor shall be capable
of sustained operation at 90% humidity at a temperature of +40 degrees
centigrade. The monitor (under power) shall remain operating after
withstanding a 15G, 27ms half sine shocks (3 blows per axis) while
removed from the rack/cabinet. The monitor shall meet MIL-STD-167
vibration requirements for Navy ships while removed from the
rack/cabinet. The monitor shall have a documented minimum
mean-time-between-failures of 20,000 hours. The monitor shall have a
documented maximum mean-time-to-repair of 45 minutes and require no
routine maintenance. The monitor shall have automatic Built-In Test
Equipment (BITE) and visual indicators to alert the operator to a
fault. BITE shall inform the technician of the fault location to the
lowest replaceable subassembly. Background BITE shall not interrupt
normal operation. BITE shall include test patterns for alignment and
verification. Optional switches and pluggable RS232/422 input/output
lines shall be available. Magnetic Fields (Option "MIS" Automatic
Compensation up to 2 Gauss), Second Input (2nd RGB(S) Input (BNC) or
Fibre Optic Input (Fibrelink)), EMI/EMC (MIL-STD-461-Class A3),
Softkeys on the Front (18 Softkeys at the Bottom of the Bezel (Output:
RS 422/RS 232)), Automatic Light Control (2 Light Sensors Together
with the Softkey Option). User instruction and Maintenance Manuals. The
contractor shall deliver CLIN 0001 and CLIN 0002 to: Receiving Officer,
NAWCAD, Bldg 8115, Villa Road, St. Inigoes, MD 20684-0010; M/F: Ernie
Eichhorn (4.5.8.2.2) as follows: CLIN 0001 (Quantity 6); and CLIN 0002
(Quantity1); by 01 January 1998: CLIN 0001 (Quantity 6); and CLIN 0002
(Quantity 1); by 01 February 1998: and CLIN 0001 (Quantity 6); and CLIN
0002 (Quantity 1) by 01 March 1998; (with an anticipated award date by
30 September 1997). Inspection and acceptance shall be made at
destination. The contractor shall extend to the Government full
coverage of any standard commercial warranty normally offered in a
similar commercial sale. Acceptance of the warranty does not waive the
Government's rights under the Inspection clause, nor does it limit the
Government's rights with regard to the other terms and conditions of
this contract. In the event of a conflict the terms and conditions of
the contract shall take precedence over the warranty. The warranty
period shall begin upon final acceptance of the applicable deliverable
listed in the schedule. FAR 52.212-1 Instructions to Offerors
Commercial Items (OCT 1995) is incorporated by reference and applies to
this acquisition. The Government intends to award this contract to
BARCO CHROMATIC, INC. Therefore, the provision at 52.212-2 Evaluation
Commercial Items (OCT 1995) does not apply to this acquisition. The
Government will evaluate BARCO CHROMATIC, INC's proposal to determine
the price fair and reasonable in accordance with FAR Part 15, before
making award. The offeror shall provide backup information verifying
the price offered; e.g. a copy of current catalog, invoices for the
same equipment, etc.. Each offeror shall include a completed copy of
the provision at FAR 52.212-3, Offeror Representations and
Certifications Commercial (OCT 1995) with its proposal. FAR 52.212-4
Contract Terms and Conditions Commercial Items (OCT 1995) is
incorporated by reference and applies to this acquisition. The clause
at 52.212-5 Contract Terms and Conditions Required to Implement
Executive Orders Commercial Items (JAN 1996) is incorporated by
reference, however, for paragraph (b) only the following clauses apply
