Service (NPS) and the Denver Service Center (DSC), are seeking a
qualified firm(s) or organization to provide Architect/Engineer (A/E)
services under an indefinite quantity contract for projects involving
inventory and condition assessments on housing and other facilities
throughout NPS. This work will require inventory inspections on
facilities located throughout the United States including Hawaii and
Alaska. The NPS is seeking qualified contractors to perform inventory
and condition assessments of employee housing units, a housing needs
analysis for each housing location, and a market analysis of the
surrounding area where NPS provides housing. The inventory of housing
units under the jurisdiction of the NPS is 4700 or more spread
throughout the United States including Alaska and Hawaii. About 50% of
the NPS housing inventory is over 30 years old. Roughly 60% of the NPS
housing inventory are used year-round by permanent employees. The
remaining 40% are used by seasonal employees, Volunteers, researchers,
interns, etc. The scope of the proposed contract is to: (1) to conduct
inventories and physical inspections of all housing units and other
facilities with cost estimates for correcting identified deficiencies;
(2) to analyze the need for employee housing at each location; (3) to
conduct a local market analysis and to assess the ability of park
employees to complete for housing within the surrounding area; (4) to
determine future housing needs with total cost estimates for meeting
those needs; (5) to formulate and recommend viable alternative methods
for provisions of employee housing at each site; and (6) to develop a
feasibility analysis or business plan for each park area based on a
cost versus benefit ratio to minimize program expenditures. This
information will be developed in a report format which will contain a
complete presentation of findings and recommendations supported by
field inspection data and related documentation. Inventory and
condition assessment data will be collected in a database format
compatible with data collected in the NPS developed Inventory and
Condition Assessment Program (ICAP). ICAP comprises a computer program
and supporting documentation for recording the inventory and physical
condition of park assets and features. The computer program was
developed using dBase III PLUS and compiled using Clipper 5.2. The
Government may elect to award a single task order contract or to award
multiple task order contracts for the services to be to provided to
two or more sources under this solicitation. The Government reserves
the right to award contracts, based on the selection board's final
selection list, in order of preference, of the firms considered most
highly qualified to perform the work. Each awardee shall be provided a
fair opportunity to be considered for task orders to be issued. The
Government will use such factors as past performance, quality of
deliverables, or other factors that the Contracting Officer, in the
exercise of sound business judgment, believes are relevant to the
placement of orders. Required disciplines include Architecture,
Historic Architecture, Structural, Mechanical and Electrical
Engineering, Housing and Development Consultants, and Financial
Consultants. The contractor should have demonstrated knowledge of
hazardous materials identification and the appropriate abatement
procedures for lead-based paint, asbestos, radon gas, and other
substances which would be considered hazardous. The following criteria,
in descending order of importance, shall be used in the evaluation of
the prospective firms. 1. Professional experience and technical
competence of the firm, including its consultants and project
personnel, as demonstrated in projects of types described, particularly
those that embody a high degree of sensitivity with the historical and
natural environment. 2. Professional qualifications of the principles
and key staff of the firm and consultants. Professional registration
of key professionals in the firm and consultants. 3. Capacity of the
firm to perform the work, including any specialized services, within
tight time limitations. 4. Project management experience as
demonstrated in projects of a similar nature for governmental agencies
and private industry with respect to such factors as control of costs,
quality of work, and meeting schedules. 5. Ability to perform computer
aided analysis, design, and drafting. All services will be provided
under an indefinite quantity contract. Task orders will be issued
defining the scope of services for each project as funding becomes
available. The A/E is guaranteed a minimum amount of $25,000 during the
life of the contract. The total of all task orders issued under the
contract will not exceed $2,000,000.00 per contract year. Each
individual task order will not exceed $1,000,000.00. The term of the
contract will be one year with four one- year options. This procurement
is open to small and large business and is subject to Public Law
100-656, the Business Opportunity Development Reform Act of 1988. The
National Park Service supports the Department of Interior's goals to
increase small business participation in its contracting programs. The
National Park Service strongly encourages participation of small
business firms including women and minority owned and operated A/E
firms and encourages large business firms to include small,
women-owned, and disadvantaged businesses as part of their team. Firms
are encouraged to contact their local Regional Small Business
Administration office for assistance in locating small, women-owned,
and disadvantaged businesses. Large business firms selected for
contract award will be required to submit a subcontracting plan which
will separate percentage goals for using small business concerns,
women-owned, and small disadvantaged business concerns as
subcontractors. The subcontracting plan will need to establish goals
for the base year and all option years. The government will not
indemnify the firm selected against liability involving asbestos or
other hazardous materials; that is,no clause holding the firm harmless
will be included in the contract. Firms that meet the requirements
described in this announcement are invited to submit a Letter of
Interest and completed Standard Forms 254 for each firm and a team
Standard Form 255 in an original only. Submission of any additional
material is allowed only to the extent that it graphically (via
drawings and photographs) substantiates the relevant project work
specifically described on Standard Forms 254/255. In support of
sustainable practices of resource conservation and material recycling,
submissions should be concise, make wise use of recycled/recyclable
paper and other materials, and be organized in such a manner that the
recyclable material can be easily removed after evaluation. To the
extent possible, printed/copied double-sided paper documents will be
submitted. Responses must be received before 5:00 P.M. local Denver
time, 30 days from the date of this publication (first work day
following a weekend or holiday) in order to be considered for
