The General Services Administration intends to issue a contract to Bell Atlantic, Portsmouth, VA under the authority of FAR 6.302-1 through solicitation number 6TSA-97-DJH-0188. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 90-46. Only one responsible source and no other supplies or services will satisfy agency requirements. A J&A for Other than Full and Open Competition is being prepared in support of this acquisition. This procurement shall cover the following: CLIN 1. Leased Service for 240 Network Access Lines using Common Network Interface (CNI), Channel Signaling System Number 7 (CCS/SS7); CLIN 2. Individual Calling Line Identification (ICLID); CLIN 3. Circuit Switched Data for 240 Lines; CLIN 4. Circuit Switched Data Usage per minute NTE 1,600,000 minutes. The pertinent Statement of Work (SOW) defines the contractor efforts required for continued provision of out-of-band signaling system connectivity to enablethe existing, Government-owned 5ESS digital switch to communicate with the Local Exchange Carrier (LEC) Central Office. Contractor shall maintain 24 hour/day, 365/366 days/year operation of out-of-band signaling system connectivity. Contract will require two (2) hour response time in the event of a failure. Bell Atlantic is the LEC for the Portsmouth, VA area where the GFE is located and, hence, is the only qualified source. Period of performance will be from October 1, 1997 for a one-year period with one option year. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice is not a request for competitive proposals. All responses received by August 7, 1997 will be considered by the Government. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.
