NIST Contracts Office, Contract@nist.gov. The National Institute of
Standards and Technology (NIST) has a requirement for services to
operate and maintain the Office of Law Enforcement (OLES) Ballistic
Range support facility. The contractor shall conduct ordinance,
ballistics, dynamics and environmental testing. This project requires
personnel to be familiar with test methodologies, facility and
personnel safety, and physical maintenance of specialized test
equipment. The contractor shall supply trained and experienced
technical personnel on an hourly basis to perform the preparation,
conduct, and reporting of all testing that occurs at the OLES
laboratory. These personnel shall have the responsibility of completing
the programs according to OLES or its customer's specifications. There
are several minor deficiencies with the OLES facility and its
procedures which the contractor shall upgrade including the creation of
a basic laboratory operations plan, an inventory and storage system for
hazardous materials, and initial cleaning and rehabilitation of the
facility and its equipment bringing it to a fully operational status.
All laboratory functions and operation will be governed by the DOD
Contractor's Safety Manual for Ammunition and Explosives, DOD
4145.26-M. A minimum of 2 personnel are required to operate the
laboratory. Contractor shall be required to conduct a site visit.
Required services are to be performed at the ballistics testing
laboratory located just outside of the National Institute of Standards
and Technology (NIST) in Gaithersburg, Maryland. Period of performance
one year with four one year options after contract award. The
anticipated award date is September 30, 1997. All responsible sources
may submit a proposal which shall be considered by the agency. Please
