R -- REQUIREMENT FOR WORLDWIDE TURNKEY DOCUMENT EXPLOITATION (DOCEX) TRANSPORTABLE SUPPORT SYSTEM (DTSS) SOL MDA908-97-R-0040 DUE 082597 POC Larry W. The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA), has a requirement for a turnkey Document Exploitation (DOCEX) Transportable Support System (DTSS) capable of supporting deployment and operation of DIA DOCEX teams worldwide. All work will be performed at the Contractor's facilities until delivery of a turnkey system is completed for final delivery to: Defense Intelligence Agency, Services Group, Office of Information Management, Document Exploitation Division, Building 6000, Bolling Air Force Base, Washington, DC 20050-6563. Firms must indicate written interest within 15 days of the date of this synopsis. Oral communications are not acceptable. In order to accomplish the mission, DOCEX teams must have capability to move equipment to deployment sites in a secure manner and conduct operations in a controlled environment suitable for various Automated Data Processing (ADP) equipment. Work space adequate for the work process flow of DOCEX operations is also required. Thecapability described in this Statement of Work (SOW) is required to overcome difficulties encountered in past deployments. Packing, tracking, securing, and accounting for all equipment moved to and from operational deployment sites in multiple shipments/packing crates has proven to be manpower intensive. The process takes so much time that mission effectiveness is seriously reduced. Additionally, DOCEX operational processes require a controlled environment (temperature, humidity, dust, etc.) conducive to ADP equipment and a work area adequate to store, evaluate, and process large amounts of documents. Currently these conditions must be satisfied by the Command in the area of deployment. In many locations it is difficult for the supported Command to provide facilities that meet these environmental criteria. DTSS will solve these problems by providing a securable shelter for movement of DOCEX equipment by air or sea lift and land mobility by providing the capability to be transported on a standard shelter carrying a version of the High Mobility Military Wheeled Vehicle (HMMWV). It will reduce the support load on supported command by requiring only that a HMMWV be provided for transport. DOCEX will be able to provide its own operational site (tent, power, and environmental controls) by erecting a tent that is environmentally controlled and powered by DTSS equipment. The DTTS must be capable of being transported by air, land and sea. Air transport includes the ability to be airlifted by C-5A, C-141, and C-130 aircraft. Sea-lift includes the ability to be moved by USN and US licensed merchant ships, including container vessels. Land mobility requires that the shelter component of DTSS be capable of being transported by and operated from a standard, unmodified, High Mobility Military Wheeled Vehicle (HMMWV) equipped with standards established for the HMMWV. The DTTS capability must provide storage space for DOCEX equipment during transport and operations, power, HVAC, and limited internal mobile operations capability to DOCEX when mounted on a HMMWV. Unit will be designed to provide appropriate power generation, air-conditioning, power distribution, and HVAC for environmental controls for DOCEX equipment suite operating in a standard US Army GP Medium Tent. The DTSS must provide environmental controls, power protection and distribution to enable limited operation of a minimized scanner system from inside the shelter utilizing power from the HMMWV 200 amp alternator kit. The basic unit shall consist of a standard mounted shelter, such as a S-710 with an integrated inverter and HVAC unit. A trailer will be utilized to contain generator and main HVAC unit. Listing of equipment to be transported is as follows: 2 each -- Kodak Model 500D Document Scanners; 2 each -- Fujitsu Model 3906GX Flatbed Scanners; 5 each -- NEC 6050T Portable PC w/Docking Stations 6000+; 5 each -- Digital Camera Kits in Pelican Model 1550 cases; 1 each -- Scangraphics Model SGS8000 Wide Format Scanner; 2 each -- TC-100 Electrical Repair Toolkit in Case; 1 each -- Bolt Cutters; 4 each -- 100ft Outdoor 15amp Extension Cord; 4 each -- HP Deskjet 340 Portable Printers; 1 each -- Office Supplies (5 cu. ft. Storage Space Required); 8 each -- Trouble Light with 20ft Cord; 24 each -- MRE's; 1 each -- First Aid Kit; 1 each -- GPS Unit; 2 each -- USAF Personal Mobility Kit (Helmec, Flak Vest, etc.); 2 each -- 24in Crowbar; 400 each -- Blank CD-ROM media in jewel boxed case; 5 each -- Ruggedized Notebook PC; 1 each -- Assorted small gear (5 cu. ft. Cabinet/Drawer Space); 2 each -- 1A, 10BC Fire Extinguishers; 2 each -- Sun SPARCStation Voyager and YMI CD Cutter Units. In addition to providing the capability to transport DOCEX equipment, DTSS must provide two operational modes, Stationary and Mobile. The Stationary mode is defined as when all DOCEX equipment is unloaded from the vehicle and is being used inside a tent or building adjacent to the DTSS. Stationary mode also includes operation of a minimum scanning system inside the DTSS shelter after other DOCEX gear has been removed. For tent operations, HVAC should be provided by flexible, extensible ductwork to the tent with control and status monitoring for HVAC and generators provided from the tent. Mobile mode is designed to allow DOCEX to move a limited operational center. DTSS must maintain environmental conditions suitable for operating DOCEX equipment from shelter and the operator position must be ergonomically designed for several hours of continuous use. As a minimum, DTSS capability must demonstrate the following characteristics in order to provide operational capability: (A) Maintain operational capability after fording 4ft water; (B) In mobile mode, maintain equipment temperature within operating range of +60F to +80F in ambient temperatures ranging from -30F to +130F, in no case, allow stored or operating equipment to reach 150F. In stationary mode, maintain a temperature inside DOCEX tent in the range of +50F to +85F with ambient temperatures ranging from -30F to 130F; (C) Prevent dust, rain, saltwater mist, and other environmental conditions from damaging equipment during transit; (D) Generating/converting enough 110vac, 50Hz and 60Hz electric power to provide for HVAC capacity specified in this statement of work as well as 3Kw for DOCEX intelligence collection gear, accessories, and 8x7 5w lights. Unit shall also be capable of providing requisite amounts of filtered, regulated, 110vac 50Hz and 60Hz power from external land-line connection. Filtering and regulation must be adequate to meet manufacturer's specifications for DOCEX collection gear; (E) 110vac 60Hz power shall be provided from unit's engine alternator to operate one Kodak model 500 scanner, one notebook PC with docking station, one 60W light, and enough HVAC capacity to keep said equipment within manufacturer's suggested operational environment range inside of shelter when unit is operated in Stop-Collect-Move mode; (F) Unit consists of a shelter capable of being mounted on a standard variant HMWWV, with mounted small HVAC unit and inverter, and internal mounting for stowed DOCEX gear. All engines in unit shall be powered by standard NATO military diesel fuel or its equivalent. Weight limits for the HMMWV are not to be exceeded even with full gear and fuel load; (G) Unit shall be equipped with appropriate safety gear, such as portable fire extinguishers capable of putting out a fire in the generator or HVAC system; (H) Unit shall also include a trailer capable of supporting transport and operation of tent HVAC and generator system; (I) Power distribution cables, control cables, and HVAC ductwork shall be weatherproof between tent and unit, and complete unit must be operable in rain, snow, sleet, hail, blowing sand, dust storms, volcanic ash-falls, mud slides, and locust swarms. Power and control cables shall be capable of functioning after being driven over with wheeled vehicles; (J) Generator shall have no less than ten hours worth of fuel available from its tank, and provision for mounting portable fuel cans (i.e. Jerry cans) for an additional minimum of twelve hours of fuel shall be provided on exterior of unit; (K) Design shall provide capability, wherever space allows, lockable small storage spaces such as cabinets, drawers, etc. (L) Design shall also include installation of a small safe, large enough to contain 50 CD-ROM in their cases, which is GSA approved for storage of TS/SCI material. Sides of shelter unit shall have brackets and straps appropriate for transport stowage of folding tables, tent poles, etc. The DTSS must be fully tested for operational deployment and delivered with all required hardware, software, setup instructions, manuals, functional description and operator instructions, and safety notices. The Contractor must complete the necessary activities to deliver the hardware, software, system documentation and manuals required to satisfy the functional requirements of this Statement of Work within 180 days from award of contract. The Contractor shall furnish all labor, materials, and work space to accomplish this as a firm-fixed price effort. The Contractor must deliver all hardware required that satisfies the functional requirements of this Statement of Work, operations manuals and other related documentation, training materials, and system level III diagrams. This will include complete design specifications for DTSS, parts and materials lists, construction drawings, and construction process documentation required to duplicate unit, one complete DTSS system. All responses from responsible sources will be fully reviewed and considered. A solicitation package will be only be issued to intended responsive vendors which respond as directed to this synopsis of the solicitation~. (0212)
