The Government will not be conducting the Pre-Proposal Conference that was originally specified in the CBD notices published for this solicitation. The purpose of this draft is to begin the question and answer process on this solicitation as far in advance as possible. The questions can address any area of the draft solicitation as issued. The Government is especially interested in questions or suggestion regarding computer hardware. The project software is currently loaded on a system that is approaching the end of its design life.
