Raizen, Contracting Officer, (202)426-0097 This is a Sources Sought Notice to determine industry interest in a "System Engineering and Technical Advisory Contract (SETAC)" for the services of an overall program integrator. The purpose of this procurement is to support all of the activities of the Office of Declassification (OD) including automation projects, both those that are currently underway and those yet to be initiated, and effectively integrate those activities into a modern, mutually supporting, integrated, technological office environment. A primary outcome of this procurement is to improve the overall efficiency of the organization and to eliminate redundancy between programs. The Standard Industrial Code (SIC) for this procurement is 7373. The small business size standard is $20 million. The Department of Energy (DOE) Office of Declassification (OD) conducts activities to develop, manage, and implement policies to identify classified information [i.e., Restricted Data (RD), Formerly Restricted Data (FRD), and National Security Information (NSI)] and certain unclassified but sensitive information [i.e., Unclassified Controlled Nuclear Information (UCNI) and Official Use Only (OUO) information] within DOE's jurisdiction as required by the Atomic Energy Act of 1954, as amended, applicable Executive orders, DOE orders or subsequent revisions, DOE policy, and regulations. The location of work is mainly at the Germantown, Maryland, site though other work locations may be authorized. The contract work will involve the identification of potentially conflicting efforts within the OD (e.g., overlapping responsibilities resulting in duplication of work or requirements stated by two or more organizations for similar automation support), as well as opportunities to acquire greater synergism in performing the Office mission, the furnishing of advice and assistance in identifying the best sources of labor, i.e. contractors, to accomplish the various automation tasks, an independent professional assessment of technical approaches recommended for implementation in developmental efforts by other contractors, the development of integration plans to tie together the efforts of all the contractors performing the various developmental efforts, and identification of additional opportunities for the application of technologies to the OD mission. The contractor shall consider the overall framework of the OD, including the full spectrum of automation functions that must be performed in all elements of OD, and the processes of the organization for both internal and external work flows to evaluate existing and proposed systems, in order to make recommendations regarding best approaches and practices that OD should follow. The contractor shall work closely with senior OD staff to monitor the status of the systems that are in place and under development by separate contracts providing effectiveness evaluations and Go/NoGo recommendations. The contractor shall continuously survey the developments in industry looking for the emergence of new technologies that may provide opportunities for further improvements or enhancements to OD systems. The contractor shall assist OD in identifying prospective contractor sources for the performance of specific tasks associated with meeting the requirements of the OD mission, including the development and acquisition of required automated systems. NOTE: The successful bidder will be excluded from bidding on any contracts for which they are providing advice. All personnel that will be performing work under this contract are required to possess a DOE "Q" level security clearance. Any person being considered for any position under this procurement must possess a current "Q," a DoD "Top Secret," or have possessed such a Single Scope Background Investigation (SSBI) clearance within the past 5 years. The proposed contract length will be one year with four (4) one-year optional periods. The level of effort required will be approximately 3,131 direct productive labor hours per year. A systems analyst position and a clerical position (part-time) will be identified in the requirement.
