202-616-2330 INS requires an expert in test construction to produce 300
logic-based test questions. The evaluation criteria for this Best Value
requirement in order of importance encompasses: quality of sample
questions, education and experience, references and past performance,
and price. The question format is as follows: a set of facts (called
the "scenario") is in paragraph form and contains approximately 100 --
200 words. The scenario is followed by 5 conclusions which must be
evaluated by using reasoning skills that rely on deductive and
inductive reasoning. INS testing staff require these questions to
examine the proficiency of candidates in managerial decision-making and
problem solving for executive positions at INS. All items must be
useable and not previously used in any manner. Qualified test question
offerors must have a B.A. or B.S. degree; demonstrate a minimum of
three years of specialized experience in verbal reasoning ability
measurement; successfully completed course(s) in formal logic or
haveused formal logic extensively in developing test items for tests of
reasoning; and demonstrate the ability to write logic-based, reading
comprehension questions. After the award is made, the INS will provide
a formal, logic-based taxonomy to the successful offeror. Questions
will be written at the college graduate level and must be relevant to
the work of senior managers and executives in the Federal government.
The RFQ will require offerors to submit resumes, sample questions for
evaluation purposes, and ethics/confidentiality references. Sample
questions must include a written discussion explaining the reasons for
the correct and incorrect answers using the notation of formal,
logical schema. References supplied must include the names and
telephone numbers of individuals or companies for whom offerors have
performed work similar to work being described in the Statement of
Work. All usable questions will become the sole property of the INS.
