items prepared in accordance with the format in Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; QUOTES ARE BEING
REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation
number is DADA10-97-Q-0162 and is issued as a Request For Quotation
(RFQ). This solicitation documents and incorporates provisions and
clauses in effect through Federal Acquisition Circular 90-46. This
acquisition is unrestricted, Standard Industrial Classification (SIC)
is 8299 and Small Business size standard is $5,000,000.00. The
provision at FAR 52.212-1, Instructions to Offerors-Commercial Items,
with addenda: paragraphs (h) and (i) of this provision do not apply and
change paragraph (c) from 30 calendar days, to 60 calendar days,
applies to this acquisition. FAR provision 52.212-2,
Evaluation-Commercial Items, applies to this RFQ with the following
addenda: Paragraph (a) is filled in with (1) Past performance; (2)
Technical capability to meet the Government requirements; (3) Price;
Past performance and Technical capability are each more important than
price. This will be a best value award and evaluations will be based
on Past Performance and Technical Capability with pricing to be
evaluated separately. Offerors shall include a completed copy of the
provisions at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items and DFARS 252.212-7000, Offeror
Representations and Certifications-Commercial Items, with quotes. The
clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items,
without addenda; 52.217-5, Evaluation of Options; 52.217-9, Option To
Extend The Term Of The Contract, and 52.232-19, Availability of Funds
For The Next Fiscal Year, is applicable to this acquisition. FAR

Applicable To Defense Acquisitions Of Commercial Items applies to this
acquisition (including: 252.219-7003; 252.219-7005; 252.219-7006 (If
contractor elects to waive the preference, it must be stated in the
quote); 252.225-7007; and 252.225-7012). In addition DFARS provision
252.225-7006, Buy American Act-Trade Agreements-Balance of Payments
Program Certificate, applies to this procurement. The following FAR
clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5, in full

http://www.medcom.amedd.army.mil/medcom/mcaa. The U.S. Army Medical
Command, Central Contracting Office (CCO), intends to award a firm
fixed price Purchase Order to commence 1 Oct 97 through 30 Sep 98 with
2 Option Years for providing fully accredited satellite continuing
education services to current MEDCOM subscribers of the Television
Network located within the forty-eight contiguous United States and
Hawaii. Videotape only service will be provided to Germany. The scope
of work is as follows: EDUCATIONAL SERVICES: (1) Shall consist of
continuing education programming to include coverage of all major
hospital staff elements such as Physician, Nurses, Medical Records
Administrators, Medical Technology, Pharmacy, Physical Therapy,
Physicians Assistant, Respiratory Therapy, Occupational Therapy,
Emergency Medical Technicians, Social Work, Housekeeping, and
Maintenance. Each program shall be accredited at 1.0 Contact Hour
minimum, by a nationally recognized accreditation body. After viewing
programs either live or on videotape, viewers shall be able to take a
post-test to receive CEU credits. CEU credits must be received within
six weeks of post-test completion and submission. (2) Patient Education
to include programs such as: (At Time of Diagnosis) directed by former
US Surgeon General C. Everett Koop, MD and (The Health Show) with
health and wellness information. Programs must be new 30 minute
programs which provide information to help meet Joint Commission
requirements. (3) Patient Entertainment featuring first-run, top flight
motion pictures from studios such as Walt Disney Pictures, Paramount
Pictures, Warner Bros., MGM, United Artists, Columbia Pictures,
Universal Pictures, Touchstone Pictures and others. All movies must be
appropriately selected and sensitively edited for patient enjoyment.
PROGRAM UPDATES: The contractor shall update programs every 12 months
and shall notify subscribers as required of outdated programs that
should be deleted from the subscribers inventory. MARKETING: The
contractor shall provide appropriate marketing tools such as posters,
abbreviated program schedules, etc., to facilitate in-house marketing
of the program. INSTALLATION/EQUIPMENT LEASE: The contractor's fee will
cover all costs of installing and maintaining all Television Receive
Only (TVRO) equipment, including satellite terminal equipment,
receivers, modems, descramblers, etc., for all locations receiving the
contractor's signal. The contractor shall provide one cable drop to
one location no more than 100 feet from the head in point, to a point
in the main medical treatment facility. Additional drops and any custom
installation costs must be borne by the individual subscribing Medical
Department Activity. There are seven (7) Medical Centers (MEDCEN),
twenty- four (24) Medical Department Activities (MEDDAC) and Two (2)
U.S. Army Health Clinics. A complete listing will be provided in the
Statement of Work (SOW). The contractor shall provide implementation
training for one MEDCOM person from each activity who will be using and
administering the system. Basic installation costs for cabling, dish
mounts, etc., shall be the responsibility of the contractor. DELIVERY
DATE: The contractor shall provide, install, and test the receiving
equipment and train the government operators at all identified sites
within 90 calendar days after award. MAINTENANCE: Leased equipment
shall be maintained on-site by the contractor. The contractor shall
also provide a toll-free telephone number to facilitate solving
technical problems with the system. A SOW will be available, at time of
publication in the CBD, with detailed information on this requirement
and must be obtained and reviewed prior to submitting a quote.
Contractor must be able to fulfil all the requirements of this notice.
Quotes must be received by this office within 20 calendar days after
publication in the CBD. All quotes from responsible sources will be
fully considered. The SOW shall be requested and Quotes shall be mailed
or hand carried to: Central Contracting Ofc, MEDCOM, Attn: MCAA-CC,
