18 -- EVOLVED EXPENDABLE LAUNCH VEHICLE (EELV) PROGRAM -- DRAFT REQUEST FOR PROPOSAL (DRFP) RELEASE SOL F04701-97-R-0008 POC Point of Contact: Ms Melissa Applebaum, Contract Negotiator,(310)336-4212 or Ms. Joyce Mullenbach, Contracting Officer, (310)336-4578 The United States Air Force Space and Missile Systems Center (SMC) intends to release a Draft Request for Proposal (DRFP) and Final Request for Proposal (RFP) on or about 31 Oct 97 and 1 Mar 98, respectively, for the EELV Engineering, Manufacturing and Development (EMD) and Initial Launch Services (ILS) modules. The primary means of communication between Industry and the program office will be EELV's World Wide Web Homepage on the Internet. All DRFP and final RFP documents will be released through the EELV Homepage. Industry comments are to be transmitted to the program office in the same manner. The EELV World Wide Web Homepage address is HTTP://WWW.LAAFB.AF.MIL/SMC/MV/EELVHOME.HTM. The EELV system is a space launch program that will satisfy the Government portion of the National Mission Model (excluding crew-rated or cargo return missions), reduce overall system recurring costs, and maintain or improve the reliability, operability, and capability of current medium through heavy lift systems (Delta, Atlas, and Titan) . The EELV system includes, but is not limited to, launch vehicles, facilities, support equipment, and payload integration in support of the launch of spacecrafts for the Department of Defense, Intelligence Community, National Aeronautics and Space Administration, and Departments of Transportation and Commerce. The EELV development program is being conducted in three successive modules under full and open competition among U.S. manufacturers. The first module was Low Cost Concept Validation (LCCV) which began on 24 Aug 95 with four $30M contracts awarded for a 15 month period of performance. The second module was a 17 month Pre-Engineering and Manufacturing Development (Pre-EMD) module. The Pre-EMD module began on 20 Dec 96 with the award of two $60M contracts to Lockheed Martin Astronautics and McDonnell Douglas Aerospace. The EMD and ILS modules will include facility construction, system testing, site activation, manufacturing, and launch operations. As currently envisioned, the ILS contract will be for the procurement of ILS requirements through Government fiscal year 2005. To qualify for the EMD and ILS modules, responsible offerors must meet the requirements outlined in the Downselect Design Review document (see EELV Homepage). Firms who did not perform under the EELV LCCV and Pre-EMD contracts, and are interested in participating as prime contractors in the EMD and ILS procurement are encouraged to submit a statement of capability within 20 calendar days of this synopsis to: SMC/MVK, Attn: Joyce Mullenbach, Procuring Contracting Officer, 2420 Vela Way, Suite 1467-A2, Los Angeles AFB, El Segundo, CA 90245-4659. Offerors not participating in the LCCV and Pre-EMD modules are further advised that proposals submitted in response to the EMD and ILS RFP must include documents commensurate with the Contract Data Requirements List (CDRL) items required under the Pre-EMD module contracts, including a Life Cycle Cost Estimate (LCCE) meeting the EELV affordability threshold (25% LCCE reduction), Software Architectural Design Description, System/Segment Interface Control Document, System/Subsystem Design Document, Software Requirements Specification, Interface Requirements Specification, Environmental Analysis Report, and authenticatible A-level specifications (System/Launch Vehicle Segment/Ground Segment). These CDRL items are listed on the EELV Homepage, The Government will consider all offerors' EMD and ILS proposals in accordance with the evaluation criteria and basis of award established in the EMD and ILS RFP.
