This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only quotation; quotes are being requested and a written quote will not be issued. The Quotation incorporates provisions and clauses in effect through Federal Acquisition Circular 90-45. Request for quotes are being solicitated on a full and open competition basis using Brand Name or Equal, in accordance with the following Statement of work/Salient Characteristics in order to award a firm-fixed price contract. If proposing on other than Brand Name provide manufacturer and P/N. CLIN 0001: Automated Resistance Bridge System, Qty 1, consisting of the following Measurement International Inc P/N's: 6010B, Automated Resistance Bridge; 6011A, 100 ampere range extender; 6012M, 2000 ampere range extender; 6023, 400 ampere reversing switch; 4220A, matrix scanner, and operator/technical manual. Specification for an Automated Resistance Bridge System 1. SCOPE. This specification describes the requirements and testing provisions for an Automated Resistance Bridge System to be used by a shore based calibration laboratory and referred to as Test and Measurement Equipment (T&ME) throughout this specification. The T&ME shall be used to provide automated resistance calibration to improve process control. 2. REQUIREMENTS. 2.1 Class. The T&ME shall be classified as test equipment for use in a calibration laboratory which must meet the environmental requirements listed in this specification. 2.2 Color. The T&ME finish shall utilize the color normally provided by the manufacturer. 2.3 Safety. The T&ME shall meet the following safety requirements. 2.3.1 Protection. All power cables shall be properly rated for maximum power and voltage used. Interlocks of permanent covers shall be supplied on power connectors rated above 110 V AC. 2.3.2 Gases. The T&ME shall not emit vapors or any harmful gases. 2.3.3 Restricted Materials. The materials and parts identified in (a) through (d) shall not be used unless specifically approved by NAVSURFWARCENDIV Crane. a. Mercury, including mercury batteries; b. Radioactive material; c. Lithium electrochemical cells; d. Asbestos. 2.4 Environmental Requirements. The T&ME shall meet the specified performance and other requirements when subjected to the following environments. 2.4.1 Temperature (Operating). The T&ME shall meet the specified requirements over the ambient temperature of +18 to +25 degrees C (minimum). 2.4.2 Humidity. The T&ME shall meet the specified requirements over the humidity range of 20% to 60% relative humidity (minimum). 2.5 Performance Requirements. The T&ME shall meet the following performance requirements. 2.5.1 General. The T&ME shall meet all performance requirements after a 1 hour warm-up period (maximum) by utilizing a binary wound, automatic balancing, current comparator based, DC resistance bridge 20-bit to 25-bit digital-to-analog converter and current comparator based DC circuit for generating an adjustable output proportional to an input signal. [P/N:6010B] 2.5.2 Range. The T&ME shall have a measurement range of 0.000001 ohm to 10K ohm, minimum. [P/N:6011A] 2.5.3 Capability. The T&ME shall be capable of measuring up to forty four-terminal resistors on a single run. [P/N:4220A] 2.5.4 Test Currents. The T&ME shall have selectable test currents with a minimum range of 10 micro-amps to 2000 amps [P/N:6012M](30 Volt compliance). The T&ME shall have automatic current reversal from 10 micro-amps to 400 amperes. [P/N:6023] 2.5.5 Linearity. The T&ME shall have a measurement linearity of 0.01 ppm or better. 2.5.6 Resolution. The T&ME shall have a measurement resolution of at least 0.001 ppm. 2.5.7 Accuracy. The T&ME shall have a minimum accuracy of 0.2 ppm from .001 ohm to 10K ohms and <10 ppm at 1 micro-ohm. 2.5.8 Uncertainty. The T&ME shall have a maximum measurement uncertainty of 0.1 ppm of reading. 2.5.9 Temperature Measurement. The T&ME shall have ITS-90 temperature measurement capability to 0.025 mK. 2.5.10 Display. The T&ME shall have an LCD display which shall prompt the operator for any data input, and display up-to-date results. 2.5.11 Communication. The T&ME shall include an instrument controller with printer and IEEE-488 interconnecting cables. 2.5.12 Software. The T&ME shall be supplied with measurement and calibration WINDOWS operating/support software, which shall supply as a minimum automated measurements, uncertainty analysis, and resistor identification logging. 2.5.13 Power Supplies. The T&ME shall include cabling for ancillary power supplies that will enable the T&ME to operate per the test current requirements listed in paragraph 2.5.3. 2.5.14 Other Peripherals. The T&ME shall include other peripherals which will allow the equipment to meet the requirements of this specification to include a mounting rack with cables and bus plates. 2.5.15 Manuals. The T&ME shall include an operators and technical manual. Delivery 16 weeks after award. Delivery shall be FOB Destination to Naval Surface Warfare Center, Crane Div. 300 Hwy 361, Crane, IN 47522-5001. The following provisions apply to the solicitation: FAR 52.212-1, Instructions to Offerors-Commercial Items applies. Addenda to FAR 52.212-1. Paragraph (h): Delete. Replace with: Single Award.
