This solicitation is requesting the contractor to provide a total operating program from recipe development, all food ingredients to support the menu items, preparation guides,inventory, procedures, training of all NAFI personnel, operating the kiosk (both initial set-up and on-going training), all marketing initiatives and programs, etc. This is a nonappropriated fund purchase and it does not obligate appropriated funds of the United States Government. Nonappropriated funds are generated by the military community through the sale of goods and services and the collection of fees and charges for participation in military community programs.
