A -- SIMULATION/HARDWARE-IN-THE-LOOP (HWIL) POC Belinda Williams, Contract Specialist, (205) 955-1187, W. L. Schick, Contracting Officer, (205) 955-1187 The U. S. Army Space and Strategic Defense Command for the Program Executive Office, Air and Missile Defense, Theater High Altitude area Defense Project Office (THAAD PO), located in Huntsville, AL, proposes to acquire 527,292 direct productive person hours and associated hardware/software to continue the development, accreditation/validation, upgrade and operation of specific, unique system simulations and Hardware-in-the Loop (HWIL) testbeds in support of the on-going THAAD Weapon System development program. This proposed effort will be acquired by means of a sole-source follow-on contract with TecMasters, Inc., (TMI), the original developer of these unique simulations/testbeds and provider of this same support under currently on-going contract DASG60-94-C-0016. The government has determined that no source other than TMI has the requisite expertise and experience with these unique simulations/testbeds to provide the required follow-on simulation/HWIL support without unacceptable delay to the THAAD System development program and unnecessary duplication of previously incurred costs which would not be recovered through competition. The proposed acquisition will be a follow-on contract to a portion of currently on-going contract DASG60-94-C-0016. A separate follow-on contract is planned for the continuation of other software support which is currently being provided by TMI under contract DASG60-94-C-0016. That separate acquisition will be publicized in the CBD in the near future as the THAAD Software Independent Verification and Validation (IV&V) requirement, and it is planned as a competitive small business set aside.
