NEWS IN THE FUTURE (NIF) CONSORTIUM SOL NLM 97-213/RMC DUE 091897 POC

Library of Medicine (NLM) intends to negotiate on a sole-source basis
with the Massachusetts Institute of Technology (MIT), Cambridge, MA,
for a one-year membership (with options for four additional years) in
MIT's News in the Future (NIF) Consortium. Membership in the NIF
Consortium will allow NLM, along with other information and service
providers, to utilize MIT's Media Laboratory to conduct basic research
projects in the NIF Program in the following three broad areas: (1)
Machine Understanding of Content, e.g., Knowledge Representation and
Analogy-Based Reasoning. (2) Computer Modeling of Process and
Individuals; e.g., Learning Interface Agents and Full-Text Processing.
(3) Automatic Collecting and Presenting Information; e.g.,
Interpretation, Integration, and Reformatting for Individual Users.
Research projects selected by the consortium members will address the
challenges in delivering information that reflects consumer needs and
interests on demand and in a useful, timely and convenient format. As
a result of its unique combination of expertise, facilities, and
resources, MIT's Media Laboratory created the NIF Consortium to provide
an unparalleled opportunity to leverage its resources and those of the
consortium members. The MIT's Media Laboratory will provide consortium
members with an intellectually open environment where ideas are readily
exchanged. In addition, each consortium member is entitled to acquire
non-exclusive license rights to all intellectual property conceived
during the period of the membership. Therefore, through membership to
its NIF Consortium, MIT's Media Laboratory is the only source that can
successfully perform the research projects required by the consortium
members. The period of performance shall begin on or about September
