Systems (ATCS) Program Office at the Naval Air Warfare Center, Aircraft
Division (NAWCAD), Patuxent River, MD has a Sole Source requirement for
the production of a digital version of the A.S. Yakovlev Experimental
Design Bureau's Automatic Ejection System (AES) analog based design and
associated software adapted to U.S. needs. The Automatic Ejection
System, currently used in the K-36D ejection seats of the Russian
YAK-38 Vertical Short Take-Off and Landing (VSTOL) aircraft, eliminates
the danger of delayed pilot reaction by automatically ejecting the
pilot when sensors indicate that preset thresholds for aircraft static
and dynamic parameters (pitch angle and pitch rate and roll angle and
roll rate) have been exceeded. A Sole Source acquisition is required
because Yakovlev is the originator of the intellectual property and
Russian American Science, Inc., is the only company authorized to
represent Yakovlev on the AES in the U.S. It is anticipated that a
firm-fixed price contract be awarded for a base period (Phase I) with
two additional option periods (Phase II and Phase III). The
solicitation has a planned release date of 22 August 1997. This
solicitation will be negotiated on a Sole Source basis with Russian
American Science, Inc., 2745 Hartland Road, Fairfax, VA 22043 as the
