The National Oceanic and Atmospheric Administration intends to negotiate with Dr. Mary Mickevich, 1622 1/2 29th Street, Washington, DC on a sole source basis to continue work on the US Marine Biodiveristy Database (MARBID) for the National Marine Fisheries Service (NMFS). Phase 1 of the project developed the system architecture, protocols to establish color coded reliability indicators of taxa, and the fields, model, and elements of the marine color Coded Authority List (CAL) specified. The CAL database, including the CAL history database for survey species within the Gulf of Maine is completed. The contractor will be required to develop MARBID's mapping ability. The focus will be on the development of MARBID's locality data management and access and MARBID's GIS ability for species listed by NMFS for the Gulf of Maine. MARBID will then be ready to be populated with species from the other survey regions. The statutory authority for other than full and open competition is 41 USC 253(c)(1), Only One Responsible Source. Companies who can provide the above listed services must indicate their interest within 10 days of this announcement. Any party interested in receiving a copy of the solicitation shall provide written notice to the Contracting Office. The solicitation document will be issued on or about August 12, 1997.
