875-4009 Development and Prototype Implementation of Integrated
Financial Management Solution. PLN invites submission of qualifications
and proposal data (collectively referred to as the "Proposal") from
interested U.S. firms which are qualified on the basis of experience
and capability to develop and implement a prototype Financial
Management Solution for PLN's Head Office. PLN, the Indonesian
state-owned utility company, is undergoing fundamental changes in its
operations and strategy for the future. With the steady deregulation of
the utility industry over the past decade, PLN now must operate on the
same principle as a private entity -- it must be an efficient, profit
making utility. With the restructuring of PLN, there is a need to
restructure the accounting and financial management processes to
introduce modern Information Technologies and Systems to the financial
management. The new financial management systems must be based on
proven financial business processes with a suite of applications
includingat least: general ledger, accounts receivable, accounts
payable, cash management, budgeting, cost and financial controlling,
fixed asset management, etc. PLN and their consultants concluded that
the solution to be implemented should be based upon a commercially
available and proven, integrated, sophisticated application software
package. The implementation will require PLN to utilize standard
features and restrict customization to areas such as interfaces and
reports. The objective of this project is to review and analyze
financial and business processes, identify the optimum financial
information systems to accommodate the evolving financial and
accounting requirements of PLN's Head Office and implement them on a
prototype basis. The Financial Management Systems will address the
following business requirements: provide accurate and timely general
ledger, accounts receivable, accounts payable, cash management,
budgeting, cost control, fixed asset management and performance
indicators. The key user-groups of the FMS will be all Divisions and
Subdivisions under Directorate of Finance throughout the corporation
including: Accounting Division; Treasury Division, Finance Management
and Operation Expenditures subdivisions. The services to be provided
for this project consist of technical advisory services. System and
network hardware and software packages, as well as any special tools
needed for this project will be procured and supplied by PLN. The
services will consist of three (3) major tasks: Task 1 -- Assessment
and Planning. a) Analyze user requirements, with projections for at
least the next five year period for financial accounting; b) Review the
corporate/organization wide accounting process requirements, in line
with accepted best accounting practices and general accepted accounting
principles; c) Conduct a survey issuing a request for information to
identify possible suitable solution packages, tools, etc; d) Utilize
various specialist business consultants to develop the detailed
business process definitions required for the project; e) Develop the
detailed action plan; f) Obtain PLN's board approval of the action
plan. Task 2 -- Evaluate and Select System. a) Reassess and define the
business processes which are to be incorporated into the solution; b)
Request demonstrations of those software packages that were identified
as most appropriate for this project from the information received; c)
Develop the functional specifications and design for the solution; d)
Conduct detailed analysis of software packages to identify the most
cost/beneficial solution for PLN for the medium to long term; e)
Analyze and verify comprehensive quality requirements; f) Make
recommendations to PLN regarding procurement of the necessary hardware
and software packages (Issuance of the bidding documents, bid
evaluations, procurement and initial installation of the hardware and
software will be by PLN); g) Develop action plan for delivery and
implementation of a prototype application at PLN's Head office. Task 3
-- Final Report.A final report shall be prepared describing the
methodology and data used as the basis for the project and the detailed
findings and recommendations. The final report shall indicate the
limitations of the prototype project and make recommendations on how to
proceed to implement and update it, and to extend its application to
other business units. Copies of the final report shall be provided to
PLN and to TDA. TDA agrees to provide PLN $355,000 to partially fund
the cost of goods and services required for a $655,000 study on the
proposed integrated financial management system project. A detailed
Request for Proposals (RFP) which included requirements for the
Proposal, the Terms of Reference, and a background definitional mission
report is available from TDA, at USTDA, 1621 N. Kent Street, Suite 300,
Arlington, VA 22209. Requests for the report should be faxed to the
IRC, TDA at 703-875-4009. In the fax, please include your firm's name,
contact person, address, and telephone number. Some firms have found
that materials sent by U.S. mail do not reach them in time for
preparation of an adequate response. Firms that want TDA to use an
overnight delivery service (e.g., Federal Express) should include the
name of the delivery service and your firm's account number in the
request for the RFP. Firms that want to send a courier to TDA to
retrieve the RFP should allow one hour after faxing the request to TDA
before scheduling a pick-up. Please note that no telephone requests
for the RFP will be honored. Please check your internal fax
verification receipt. Because of the large number of RFP requests, TDA
cannot respond to requests for fax verification. Requests for RFPs
received before 4:00 PM will be mailed the same day. Requests received
after 4:00 PM will be mailed the following day. Please check with your
courier and/or mail room before calling TDA. Only U.S. firms and
individuals may bid on this TDA-financed activity. Interested firms,
their subcontractors and employees of all participants must qualify
under TDA's nationality requirements as of the due date for submission
of qualifications and proposal and, if selected to carry out the
TDA-financed activity, must continue to meet such requirements
throughout the duration of the TDA-financed activity. All goods and
services to be provided by the selected firm shall have their
nationality, source and origin in the U.S. or host country. The U.S.
firm may use subcontractors from the host country for up to 20 percent
of the TDA grant amount. Details of TDA's nationality requirements and
mandatory contact clauses are also included in the RFP. Interested U.S.
firms should submit their Proposal in English directly to PLN by 5:00
PM, September 26, 1997 at the above address. Evaluation criteria for
the Proposals are included in the RFP. Price will not be a factor in
contractor selection, and therefore, cost proposals should NOT be
submitted. PLN reserves the right to reject any/and or all Proposals.
PLN also reserves the right to contract with the selected firm for
subsequent work related to the project. PLN is not bound to pay for any
costs associated with the preparation and submission of Proposals.
