The Defense Supply Service-Washington (DSS-W) intends to negotiate a sole source, firm-fixed-price contract with Virtual Technology Corporation, 8996 Fern Park Drive, Burke, VA 22015, for information technology (IT) services. These commercial services include determining the optimum software development enviroment for the requiring activity and providing a technical research paper comparing various software products. The customer is The Joint Staff Force Structure, Resources, and Assessment Directorate (J-8), The Joint Staff, The Pentagon, Washington, DC. Performance will start immediately upon award and continue for a period not to exceed 30 October 1997. The Government estimates that the technical effort required for this work is approximately three (3) staff months; the final report shall be delivered within twelve (12) weeks after award. There will be only one (1) award for this requirement. This synopsis should not be considered either an RFQ or an RFP. Firms having the ability to provide these services shall respond in writing within five (5) days of this notice with complete and detailed documentation showing their company's ability to meet this requirement. Contractors shall include pricing with their responses to this synopsis. Telephonic responses will not be considered. The Contracting Officer may determine that a solicitation may be issued.
