purpose of this amendment is to enhance competition and clarify
previously synopsized mandatory requirements as stated in July 17, 1997
CBD. By November 17, 1997, offerors must demonstrate their status as
current operators or owner/operators of one or more self-propelled
vessels of at least 450' LWL, and with a minimum capacity of 7,500 DWT,
or for Tankers, of at least 25,000 DWT. By April 1, 1998, offerors must
provide either a Document of Compliance or Interim Document of
Compliance issued by a USCG recognized organization authorized to act
on behalf of the US. Offerors that cannot submit such Documents with
their proposals shall submit with their proposal, a detailed schedule
showing how they will obtain either the DOC or Interim DOC by within
