E-MAIL: Elizabeth P. Vaughn, paige.vaughn@msfc.nasa.gov. NASA/MSFC plans to issue a Request for Quotation (RFQ) for the modification and test of the Fiber Pulling Apparatus located at MSFC. The Fiber Pulling Apparatus will be used to study and investigate the changing composition of fibers, eventually resulting in higher quality fiber to be used to transmit light in space. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase technical services from University of Alabama in Huntsville (UAH) for the modification and testing of the Fiber Pulling Apparatus at MSFC. UAH has unique and extensive knowledge and skills required to perform the task that no other contractor can provide. See Numbered Note 26. Interested firms have 15 days from the publication date of this synopsis on the NASA Acquisition Internet Service (NAIS) to submit in writing their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurementon a competitive basis. Responses received after the 15 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed contract, on a full and open competitive basis, based upon responses to this notice, is solely within the discretion of the Government.
