This is a sources sought synopsis seeking potential sources to provide Operations, Maintenance, and Support (OM&S) services for the Counterdrug Surveillance and Control System (CSCS) including approximately nine (9) radar sites. Services for four of the nine sites are currently provided under the Caribbean Basin Radar Network (CBRN) contract which expires 30 Sep 98. CSCS is a network of radar and communications sites located in Florida and Central and South America which provides air surveillance data to the Joint Air Operations Center (JAOC), Howard AFB Panama, the Caribbean Regional Operation Center (CARIBROC) located at Key West Naval Air Station (NAS), Florida and designated Host Nation Command Centers (HNCC). The CSCS mission is to support the United States and Allied Nations counterdrug efforts and the support of air sovereignty, search and rescue, and regional cooperation missions throughout Central and South America and the Caribbean. Each CSC! S radar site has a radar segment, a communications segment and a facilities segment. The radar segment consists of either a commercial (TPS-70) or a military (TPS-43E/TPS-75) three dimensional long range ground radar. The communications segment can be subdivided into three categories: (1) Long haul commercial SATCOM earth terminals; (2) radio communications, to include UHF, VHF and HF; and (3) on site communications, to include telephones, switch panels, and multiplexers. The third segment is the facilities segment which includes buildings housing the radar equipment, the radar platform, fuel and water storage tanks or bladders, the security fence, security lighting, personnel quarters where provided by the government, and the roads and grounds within the site perimeter. Also included in the CSCS network is Command Center equipment located on Howard AFB Panama. Command Center equipment consists of radar data processing and display equipment, secure and non-secure communications control equ! ipment for CSCS site radios, and a TADIL Processing and Display capability. The government seeks potential sources to provide OM&S services for the nine CSCS radar sites, satellite earth terminals located in Caracas, Venezuela, Bogota, Colombia, Howard AFB Panama, and Key West, Florida. Contractor will be required to provide all levels of maintenance support to include depot level supply and maintenance support of all Real Property Installed Equipment (RPIE), Real Property Similar Equipment and the TPS-43E radar systems. Additionally, the contractor shall provide other specialized support and services required for the integration of new CSCS sites and those organizations utilizing CSCS data. Some contractor personnel will require secret security clearances and all contractor personnel will require a National Agency Check. Host Nation personnel employed to maintain prime mission equipment will require host nation clearances to the level required to obtain access to the equipment they are em! ployed to maintain. OM&S services sufficient to maintain an operational availibility rate of .985 will be required on a 24 hour per day, seven days per week basis, including all holidays and/or government administrative days for 365/366 days per year. Services may be required in high threat environments. Responses from potential sources must include documentation such as past performance of Operations, Maintenance, and Support contracts in isolated overseas locations; past performance in OM&S contracts providing surveillance and communications services; experience in transportation of and duty free customs processing of U.S. Government equipment and materials in accordance with international agreements in the Central and South America region; and any experience in providing depot level logistics and maintenance support.
