Force, Phillips Laboratory, Directorate of Contracting, Kirtland AFB,
NM is seeking potential sources to provide pap smear, forensic drug
screening, and forensic blood alcohol testing. The contractor shall be
accredited by the college of American Pathologists and shall meet all
applicable state and federal regulations. The contractor shall be able
to speak, read and write English fluently. The contractor shall provide
testing of specialized procedures in support of patient care at the
Unified Laboratory at New Mexico Regional Federal Medical Center,
Veterans Administration Complex ( VA). Contractor shall provide any
specialized collection tubes and swabs, shipping tubes etc., in support
of these services. The contractor shall arrange for packing, pickup and
transport a minimum of once daily. The contractor shall be available on
an "on call" basis for same day pickup and shipment of specimens on
weekends and holidays. The contractor shall participate in quality
control measures. The contract manager shall be available ( in person
or by telephone ) during normal duty hours within 2 hours to discuss
problem areas. The contractor shall prepare and pack specimens for
shipment to testing laboratory maintaining the specimen integrity with
no compromise during transport and transmitting the results via
teleprinter within 24hrs of completion of test. Pap smear results shall
be received within 10 days of slide receipt. The laboratory shall be
accredited by the College of American Pathologists in cytology and
abide by the regulations of the Department of Health and Human
Services, Clinical Improvement Act of 1988 (CLIA 88). All slides
require review by individuals possessing cytotechnologist (CT)
certification for either the American Society of Clinical Pathologists
( ASCP) or from the Department of Health and Human Services (HHS). The
laboratory director shall be a broad certified pathologist and be
available to the laboratory for consultation. This is a sources sought
synopsis in which the Government is seeking potential small business
sources capable of providing these services. Do not request a copy of
the solicitation as one does not exist at this time. Small businesses
must submit statements of capability to be considered. Firms responding
to this announcement shall indicate whether they are a small business,
an 8(a) firm, a socially and economically disadvantaged firm and/or a
woman owned firm. The Government reserves the right to set aside this
requirement for the 8(a) program or a small business based upon
responses to this synopsis. Contractor must indicate their size
qualifications under SIC code 3827, standard size is 500 employees.
Firms responding must submit a statement of capability which shall
demonstrate the offeror's experience/expertise to perform subject
services. Respondents are encouraged to submit any published
information ( brochures, pamphlets, sketches and pricing information).
Responses with supporting documents are to be submitted to Phillips

be procured using simplified commercial acquisition procedures in
accordance with Federal Acqusition Regulation, Part 12. For contracting
