intends to negotiate on a SOLE SOURCE basis with the Institute of
Medicine, 2101 Constitution Avenue, Washington, DC, 20418. This
procurement shall be processed in accordance with the Simplified
Acquisition Procedures in Part 13 of the Federal Acquisition
Regulations. The purpose of this procurement is to provide partial
support for an exploratory study on child and adolescent health status
measures and standards. The contractor shall: summarize the state of
the art regarding child and youth-focused health status assessment;
review existing health care guidelines, standards and screening
instruments for children and adolescents; convene key representatives
who influence the quality of health care; outline guidelines for
developing child and adolescent health outcome measures; and prepare a
final report. The Institute of Medicine is deemed the only responsible
source capable of providing the required work and services. The period
of performance is one year. A Justification for Other than Full and
Open Competition is on file. The award shall be made using simplified
