synopsis/solicitation for commercial items prepared in accordance with
the format in the Federal Acquisition Regulation (FAR) subpart 12.6,
as supplemented with additional information included in this notice.
This announcement constitutes the only solicitation: Quotes are being
requested and a written solicitation will not be issued. The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular (FAR) 90-46. This
solicitation is being issued under Request for Quotation (RFQ) #70420.
This solicitation is under the Simplified Acquisition Procedures (SAP)
under the test program (FAR 13.6). This is a 100% set aside for Small
Business. The Standard Industrial Classification Code is 8299, and the
Business Size Standard is 5 million dollars. This will be a Firm-Fixed
price Contract. The FBI is requesting training courses for 64 students
(students will be divided into four (4) groups of 16). "entitled"
NetWare 4.1 Administration or latest version, NetWare 4.1 Advanced
Administration or latest version, NetWare 4.2 installation and
Configuration or latest version. The requirements are as follows: The
contractor(s) shall: Provide on hand training in each area.
Demonstrations are not considered hands-on. Instructor shall be Novell
CNA+ certified. Meet all Novel mandatory courses topics for CNA+
level. Adjustments/upgrades to training will be made by contractor to
meet Novell CNA+ certification should the Novell certification
requirements change during the course of the effort. CNA+ is defined by
the FBI as Netware 4.1 Administration, Netware 4.1 Advanced
Administration and Netware 4.1 Installation and Configuration. Software
must be provided vendor for 20 terminals and one (1) server. Install
and configure classroom at FBI, Washington, D.C. for use during
training. The contractor must be able to pass a FBI background
investigation and sign an operational security agreement. Training must
begin on August 18, 1997. Training dates: August 18-30, 1997, September
8-19, 1997, September 22 -- October 3, 1997 and October 20-31, 1997.
The Government will provide 486 personal computers, ALR servers,
CD-ROMS and software for 20 terminals and one server. Any additional
hardware must be provided by the vendor (i.e. scsi drives). Proposed
dates are subject to confirmation by both FBI and contractor. This
training will occur in FBI space, at Washington, D.C. The Contractor
and the FBI shall meet prior to August 18, 1997 to insure software and
hardware are properly functioning. All quotes shall be submitted to
the address listed above no later than 4:30pm EST, August 15, 1997, and
be clearly marked with RFQ#70420. The point of contact for all

bid is not received by the date/time and at the location specified in
this announcement, that it will be considered late. The award will be
made to the responsive, responsible offeror submitting the lowest
priced technically acceptable offer, and meeting all terms and
condition set forth in this solicitation. Each offeror shall include a
completed copy of the FAR provisions at 52.212-1 Instructions to
Offerors -Commercial items (October 1995); clause FAR 52.213.3 Offeror
Representation and Certifications -- Commercial Item (June 1996);
clause FAR 52.212.4 Contract Terms and Conditions -- Commercial Item
(August 1996); clause FAR 52.212-5, Contract Terms and Conditions

that the offeror can meet the minimum requirement of the Government.
