Institute of Rutgers, The State University of New Jersey, seeks
proposals for the delivery of a national education program entitled
State and Metropolitan Transportation Programming for professionals
covering the statewide and metropolitan transportation programming
processes. The Request for Proposals (RFP) calls for the development
and delivery of a short course and other additional training methods
covering the state and metropolitan programming processes. The short
course is intended for professionals engaged in the transportation
programming processes at a variety of agencies. It will cover the basic
concepts, components, and participants in the transportation
programming process. The program will cover the metropolitan and
statewide programming processes required under ISTEA and the federal
transportation planning regulations, and the variety among state
programming processes including typical legal, political, and
traditional process constraints, as well as aspects of local
programming. The short course component of the program will be taught
at various locations around the United States during the term of the
contract on dates and at sites selected by NTI. The short course will
be led by two instructors and include a resource document and
participant manual. The contractor will deliver the course up to 30
times during the three year contract period. NTI will identify the
dates and locations for course delivery. To obtain a copy of the
complete RFP, send a written request on organization letterhead to the
National Transit Institute at the above address. Faxed requests will
be accepted; telephone requests are not acceptable. All proposers MUST
request an original RFP in order to be eligible to submit a proposal.
Requests must be received by August 22, 1997. RFPs will be mailed by
first class surface mail no later than August 26 with proposals due in
mid September. RFPs will not be faxed. Disadvantaged Business
