Williamson (702) 295-7608 Lease transmission capability on a geostationary satellite to provide a relay point between the fixed transportable terminals of the Emergency Satellite Communications System (ESCS). This transmission capability must be in the Ku band and must provide CONUS coverage. The basis of the lease should be what is commonly referred to as "full-time, partial transponder." The ESCS will utilize two carriers, one each for inroute and outroute, with nominal Effective Isotropic Radiated Power (EIRP) requirements of 21.0 and 25.0 dBW, respectively, and with nominal bandwidth requirements of 2.3 MHz for each carrier. The ESCS TC service shall be noninterruptable and fully backed up with replacement service on another transponder or satellite or satellite being made available within no more than four hours.
