Base bid and options consists of life safety upgrades and rehabilitation of the existing roof, electrical and mechanical systems for Building No. 407, Officer's Open Mess. Included are a new exit from the basement level, removing existing equipment from the roof and repairing the roof, a new four-pipe chilled and hot water HVAC system in the Officer's Open Mess, split system DX units with hot water hear in the VOQ rooms, a new combination supply/makeup kitchen hood, new electrical circuits and panels, new addressable fire alarm system, and smoke detectors. There is also asbestos and lead based paint that must be abated and the facility must be kept in operation during construction. Estimated Value: $1,000,000 -- $5,000,000. Bids from large business firms must comply with FAR clause 52.219-9 regarding the requirement for submission of a subcontracting plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed withthe following: 55% with small business; 8.5% with small disadvantaged business, 3% with women-owned small business, and 5.5% with Historically Black Colleges and Universities and Minority Institutions (HBCU/MIs).
