2264,2265 and 2266 are troop barracks. The existing temperature
controls and sensors will be removed and replaced with new ones, the
existing central plant in Bldg 2265 will be upgraded by replacing the
existing 650-ton chiller with w-0375 ton chillers, replacing the
cooling tower, and remove the existing pumps and replace them with two
pumps for each system, also electrical work consisting of removing the
two existing pad mounted transformers serving the central plant the
motor control center, the 4160 starter. Associated circuitry serving
the HVAC equipment scheduled to be replaced and lighting fixtures and
associated circuitry, providing new 1000 KVA transformer, 13,200V
primary/480V secondary, three phase pad mounted transformer, a
600A/480Y/277V/3phase/4W panelpoard, a 45 KVA dry type transformer and
a 225A/208YU/120V/3phase/4W panelboad. Option I will Upgrade Building
2263 an administrative building by providing new mechanical rooms, new
multizone air handlers to replace the existing single-zone ones, remove
existing fan coil units, and new electrical feeders for the new HVAC
equipment. Estimated Value: $1,000,000 -- $5,000,000. Bids from large
business firms must comply with FAR clause 52.219-9 regarding the
requirement for submission of a subcontracting plan. The Fort Worth
District subcontracting goals are for specified percentages of the
contractor's total planned subcontract amount to be placed with the
following: 55% with small business; 8.5% with small disadvantaged
business, 3% with women-owned small business, and 5.5% with
Historically Black Colleges and Universities and Minority Institutions
(HBCU/MIs). Duration of Contract is approximately 365 calendar days.
SIC Code is 1542. Small Business Size Standard is $17 million.
Solicitation to be issued on or about 18 August 1997. Proposals due on
or about 17 September 1997. The Government intends to issue this
solicitation through the use of CD ROM and the Internet. However, the
Government reserves the right to use only the Internet as notification
of any changes to this solicitation. Contractors may view/download
this solicitation and all amendments on the Internet after solicitation
