project consists of renovating and replacing the HVAC system in a
95,000 sq ft, three story plus basement building. Included are removing
and replacement of the ceiling to accommodate the HVAC system; new
louvers; news doors; new fire rated mechanical chase; vapor seal and
flashing for new roof penetrations; reinforcing the existing reinforced
concrete structure in areas where openings are made for new duct work;
enlarging the second floor mechanical room to accommodate new
equipment; removing existing air cooled chillers, pumps, and associated
piping; removal of condensing units and associated piping; replacement
of air handlers with new multi-zone damper distribution system served
by constant volume dual duct air handlers; new air cooled chillers and
pumps; new heating water boiler; new temperature control system;
modification to outside air intakes; disconnecting and removing
electrical branch wiring between serving switchboard and HVAC equipment
being removed; new branch overcurrent devices, conduit, and wiring to
new HVAC equipment; removing, relocating, replacing, and reusing
existing lighting fixtures; relocating existing fire alarm signaling
devices; connecting new smoke detectors; removing existing ceiling
mounted fans; and removing and reinstalling existing audio visual
projection equipment. Estimated Value: $1,000,000 -- $5,000,000. Bids
from large business firms must comply with FAR clause 52.219-9
regarding the requirement for submission of a subcontracting plan. The
Fort Worth District subcontracting goals are for specified percentages
of the contractor's total planned subcontract amount to be placed with
the following: 55% with small business; 8.5% with small disadvantaged
business, 3% with women-owned small business, and 5.5% with
Historically Black Colleges and Universities and Minority Institutions
(HBCU/MIs). Duration of Contract is approximately 365 calendar days.
SIC Code is 1711. Small Business Size Standard is $7 million.
Solicitation to be issued on or about 19 August 1997. Proposals due on
or about 19 September 1997. The Government intends to issue this
solicitation through the use of CD ROM and the Internet. However, the
Government reserves the right to use only the Internet as notification
of any changes to this solicitation. Contractors may view/download
this solicitation and all amendments on the Internet after solicitation
