The Government intends to procure 15 each storm drain inserts under Simplified Acquisition Procedures. The Government is seeking alternative solutions to spill containment and will review proposed solutions. Drain inserts shall be furnished and installed under the existing storm drain grate, without modification of the existing storm drain or grate. The insert shall be capable of catching wastes which can then be removed and properly disposed of instead of polluting the drain system. Contractor shall ensure there is a water tight seal created between the insert and the adjoining pavement. All materials used will be compatible with fluids which may be released from a vehicle, to include but not be limited to, gasoline, diesel, hydraulic oil, lubricating oil, acid, and ethylene glycol. The dimensions of the storm drain grate is appx 36" X 36" by outside diameter. The inserts shall be installed at specified sites throughout Marine Corps Base, Camp Pendleton, North San Diego County, California, an installation appx 196 square miles. The procurement is unrestricted, all responsible sources may submit an offer. This is a combined synopsis/solicitation for commercial items in accordance with FAR 12.6 and supplemented with additional information included in this notice. This announcement constitues the only solicitation; quotations are being requested as a result of this solicitation and a separate written solicitation will not be issued. The standard industrial code is 1711 and the business size standard is $7 million. Contractors offer shall include all costs associated with the inserts and their installation, delivery/performance time period, brochures describing the product offered to include warranty provisions, materials used, how the product performs, how it meets the Government's needs, and any other technical information that would permit the Government to evaluate the offerors quotation, and provide references of at least three recent customers of the contractor's proposed product. Quotations must be received no later than 4:00 pm local time 15 August 1997.
