synopsis/solicitation for commercial items description, prepared in
accordance with the format in FAR 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, bids are being requested and a written solicitation
will not be issued. The solicitation, N02-SC-71056-81, is issued as an
Invitation for Bid (IFB). The solicitation/contract will include all
applicable provisions and clauses in effect through FAR FAC 90-46. The
Standard Industrial Classification Code is 3826 and the business size
is 500 employees. However, this requirement is not set-aside for small
business. The contractor shall provide a stereotactic radiosurgery
system to function on existing as well as future linear accelerators.
The system shall provide stereotactic positioning, immobilization, and
alignment hardware, precision stereotactic applicators, and an FDA
approved treatment planning system. Additionally, the stereotactic
conformal therapy system and mini-multileaf collimator shall provide
the means to perform both stereotactic and medium field conformal
radiotherapy localization, treatment planning and treatment delivery.
The equipment shall be mounted on existing Varian Clinac 2300 C/D and
600 C/D Radiotherapy accelerators. EQUIPMENT SPECIFICATIONS: (1)
Graphics Visualization Workstation consisting of an HP B160L computer,
or equivalent, 19" color monitor, 128 MB of memory, 2 GB hard drive,
internal 4 mm DAT drive, internal 3 1/2" floppy disk drive, external
CD-ROM drive, Ethernet network adapter, postscript laser printer with
6 MB memory, remote service modem and uninteruptable power supply
(UPS); (2) Treatment planning software for LINAC radiosurgery (XKNIFE-3
or equivalent). This shall include complete CT and MR data input in
DICOM-3 format, angiographic capability, simultaneous use of 3 image
sets per patient, capability to store and retrieve multiple plans and
pre-planning capability using CT or MRI data without a localizing
frame, automaticidentification of BRW/CRW rod positions, automatic
contouring external surfaces, advanced surface tilting and display
algorithms, accurate transformation to BRW/CRW coordinate system,
interactive 3-D graphics and image display, 3-D Beam's Eye View of
anatomical structures, dose optimization algorithms, dose-volume
histograms of target and extra-target voumes, color wash of dose values
on CT image slices and on 3-D anatomical surfaces, dose calculation
using multiple isocenters, comprehensive quality assurance checks
integrated into the planning software and automatic beam optimization
and weighting (Auto Plan or equivalent); (3) A data transfer solution
for three separate image scanners shall be provided for; (4) The
computer hardware and XKNIFE software shall be installed on-site at NIH
by a company engineer and training for three Government personnel shall
be provided at the contractor's training center. The training shall
include course work in the use of the treatment planning software and
clinical protocols, as well as in UNIX system administration; (5) An
Intubation Head Ring Assembly shall be provided including: hoop,
wrench, tap and Keller Tiel head ring positioner; (6) One
Gill-Thomas-Cosman Relocatible head frame shall be integrated into the
stereotactic support and immobilization hardware; (7) A CT localizer
frame and clamping plate shall be provided; (8) A preprogrammed BTW/CRW
computer shall be provided; (9) A Depth Helmet which attaches to the
localizer frame for making accurate and reproducible measurements of
the head surface position relative to the frame to assure accuracy of
patient position within the localizer frame shall be provided; (10) A
rectilinear LINAC phantom base pointer, a mechanical isocenter standard
and a CT/MR head phantom shall be provided; (11) A LINAC couch mount
adapter with verniated axis movements in four directions (X, Y, Z and
tilt), a LINAC couch stabilizer and a LINAC film holder shall be
provided; (12) A LINAC collimator assembly consisting of an adjustable
base plate, housing and twelve [12] circular, anti-scattering
collimators ranging in diameter from 12.5 mm to 40 mm shall be
provided; (13) A separate LINAC couch stabilizer and collimator housing
for the purpose of mounting the stereotactic to a second linear
accelerator shall be provided; (14) Two engineers shall be provided for
the installation of stereotactic instrumentation on two accelerators
on-site at NIH. Installation on a second accelerator may require a
separate visit; (15) A 5 1/4" Pioneer Optical Disk drive, or such other
type which permits transfer of CT/MR data from GE Optical Console disks
to the treatment planning system shall be provided; (16) A
mini-multileaf collimator (MMLC) shall be provided. The collimator
shall permit treatment of field sized u to 10 cm x 12 cm, as defined at
100 cm SSD. The thickness of leaves in the collimator shall be uniform
and not exceed 4mm; (17) A conformal treatment planning system for use
with the MMLC (Radionics Xplan or equivalent) shall be provided. This
system shall include comprehensive beam placement and shaping
capabilities for cranial, head and neck, and body targets using 3-D CT
and/or MR scan data. Full target and vital structure contouring,
Beam's Eye View display, dose calculation and built-in dose evaluation
features shall be provided. The system shall permit generation of
Digital Reconstructed Radiographs. Outpur generated by the treatment
planning system shall be in a form that permits production of custom
fabricated blocks either manually or with a computerized block cutter.
Output data shall also be in such a form that can be used to set the
motorized leaf positions for field shaping using either the supplied
MMLC or any additional multileaf collimator; (18) A separate 2 GB
external disk drive for use with the conformal radiotherapy treatment
planing system shall be provided; (19) A Head and Neck localization
system for patient immobiliztion during conformal radiotherapy using
the MMLC shall be provided; and (20) a factory authorized
representative for on-site NIH consultation shall be provided upon
installation of the MMLC on a linear accelerator and for installation
of the conformal radiotherapy software. Delivery shall be made F.O.B.
Destination, no later than 120 days after contract award, to: Radiation
Oncology Branch, NCI/NIH Building 10, Room B3-B69, 9000 Rockville Pike,
Bethesda, MD 20892. Bidders must provide literature, owner's manuals,
warranties, and/or other existing materials that demonstrate that their
offer meets the foregoing requirements. The contract will be awarded to
the responsible bidderr with the lowest-price offer that fully meets
the requirement of the solicitation. This solicitation incorporates the
provisions at FAR 52.212-1, INSTRUCTIONS TO OFFERORS -- COMMERCIAL
ITEMS, and at FAR 52.212-3, OFFEROR REPRESENTATIONS AND CERTIFICATIONS
-- COMMERCIAL ITEMS. The resulting contract will incorporate
requirements of the clause at FAR 52.212-4, CONTRACT TERMS AND
CONDITIONS -- COMMERCIAL ITEMS, and the requirements contained in
paragraphs (a), (b)(1,2,3,4,6,7,8 and 9) of the FAR 52212-5, CONTRACT
TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS
-- COMMERCIAL ITEMS. HHSAR 352.302-1, DEFINITIONS and at HHSAR
352.232-9, WITHHOLDING OF CONTRACT PAYMENTS. FAR clause 52.212-2,
EVALUATION -- COMMERCIAL ITEMS (OCT 1995), will not be used in the
evaluation of offerors submitted. The existing product literature,
owner's manual with maintenance procedures will be used as a basis for
evaluation with sumitted offers. Past performance will also be
considered. NOTE: Bidders must submit a completed copy of FAR 52.212-3,
OFFERORS REPRESENTATIONS AND CERTIFICATIONS -- COMMERCIAL ITEMS, with
their bid. Full text copies of these representations and certifications
