The Government intends to procure the following software and training under Simplified Acquisition Procedures. The software would be used primarily for instruction of students receiving basic and intermediate maintenance training on amphibious assualt vehicles (AAVs) and can also be used for troubleshooting systems aboard AAVs to determine the cause of a malfunction. The software should allow for the transparent animation of dials, indicators and controls through the use of graphic overlays on actual photographs of the aforementioned dials, indicators and controls. The software should have the capability of allowing the author to create animated schematics, flow charts and functional diagrams that operate per the AAVs manufacturers specifications and the ability to insert faults into these system drawings for instructional purposes. The purchase of the software shall include 3 each single user versions and include one year telephone support, any upgrades to the software during the one year period, and five days on-site training by 30 September 1997 to Government personnel at Marine Corps Base, North San Diego County, California. This is a combined synopsis/solicitation for commercial items in accordance with FAR 12.6 and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested as a result of this solicitation and a separate written solicitation will not be issued. The standard industrial code is 7372 and the business size standard is $18 million. Custom software to be developed primarily for this application is not acceptable; the product offered shall be commercial off-the- shelf software with proven results on the commercial market which can be verified. Contractor's offer shall include a firm-fixed price quotation on how the software proposed will meet the Government's needs, describe annual support in detail, describe what type of training will be covered during the five day training period (a syllabus is acceptable), travel and related expenses, what type of software documentation is included with the software, what type of software data rights are authorized, delivery/ performance time period, any other information that would permit the Government to evaluate the offeror's quotation, and provide references of at least three recent customers of the contractor's proposed software.
