Guard intends purchasing 50,000 copies of the publication "Balancing
Work and Life". The proposed acquisition is for supplies for which the
Government intends to solicit and negotiate with only one source,
Educational Publications, Inc., Fairfax, Virginia; under the authority
of FAR 6.302, the only known source. The contractor shall provide all
necessary labor, materials and equipment required to produce and
distribute this handbook. The Contractor will publish and distribute
this handbook directly to the selected members of the Coast Guard. The
handbook shall be 81/2" X 11" an at least 82 pages held together by
three staples in the middle with glossy cover. The Balancing Work and
Life Handbook contains information on Coast Guard specific programs and
services available to employees. This information is helpful during
transfer season to assist members and families locate needed services
upon arrival at a new unit. This acquisition will be a total small
business side-aside using the Standard Industrial Classification (SIC)
Code 2721 and size standard of 500 employees. A firm fixed-price
contract will be awarded. A solicitation will be issued on or about 25
August 1997 with an estimated closing date of 25 September 1997. All
correspondence should reference solicitation number DTCG23-97-R-PPA585.
The acquisition will be issued as other than full and open competition
in accordance with FAR 6.302-1(b)(1). "The following Notice is for
informational purposes for Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Disadvantaged Business Utilization (OSDBU), has a program to
assist minority, women-owned and disadvantaged business enterprises to
acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is
$500,000.00. For further information and applicable forms concerning
