A -- CONVERSION OF PAPER AND PENCIL TESTS TO COMPUTER-DELIVERED/SCORED TESTS SOL DABT67-97-R-0022 DUE 082997 POC Point of Contact, Pearl G. Lacuata, Contract Specialist, (408) 242-6573, Carrol J. Patterson, Contracting Officer, (408) 242-6565 The Test Development Division of the Defense Language Institute Foreign Language Center is seeking a Contractor or Contractors capable of converting the paper and pencil tests in the Defense Language Proficienty Test (DLPT) program to computer-devliered/scored tests. The project shall be completed six months following contract award. Currently, the latest generation of the DLPT's, known as DLPT IV, includes two (2) forms of a multiple-choice listening comprehension test and two (2) forms of a multiple-choice reading comprehension test. Each listening or reading comprehension test consists of sixty-five (65)items. Contractor's performance may include but is not limited to, converting an existing DLPT IV Battery (Russian DLPT IV) to a computer delivered test battery which requires buildinga package to deliver two listening and two reading test forms in the test battery through CD ROM on the computer and providing the apability to store response data and transmit the data from the test computer to the scoring computer, prepare the necessary programs to computerize scoring/score reporting procedures, and conduct a study to determine comparability of examinee scores on the paper-and-pencil tests with their scores on the computer devised tests. The Contractor shall provide DLFLC with full documentation (external and internal) of source codes for all the programs developed in the process to allow post-acceptance local modification and use for converting DLPT's in other languages to computer-delivered tests. Evaluation factors include scope, focus, and quality of Contractor's past performance in these areas; qualifications and experience; technical approach of the proposal; and cost. These factors are listed in descending order of improtance. Proposals shal provide adequate documentation on each factor, including personnel resumes and detailed information about Contractor's past performance in relevant area. (0213)
