B -- ARCHAEOLOGICAL RECONNAISSANCE OF BLACKWATER NATIONAL WILDLIFE REFUGE, DORCHESTER COUNTY, MD SOL 501817R011 DUE 092297 POC Carol Bloem, Contract Officer (413) 253-8237 The U.S. Fish and Wildlife Service invites offers on a proposed contract for Archaeological Reconnaissance of Blackwater National Wildlife Refuge in Dorchester County, Maryland. This study is intended primarily to provide a landform sensitivity model to improve long-term management of archaeological resources on the refuge. Work includes submission of a research design, background and literature review, survey and testing, preliminary site evaluation and archaeological sensitivity mapping, and a report. A firm-fixed price contract is anticipated. Evaluation criteria in descending order of importance are (1) suitability of research procedures to the type and location of study, with particular reference to sampling methodology and reliability; (2) recent experience and knowledge of key personnel in Lower Delmarva prehistory, history and geomorphology; (3) organizational structure and facilities demonstrating a capability to conduct the study; (4) prior experience in large scale archaeological studies for compliance with federal legislation; (5) lowest price or total cost to the Government.
