NETHERLANDS: NAKB CERTIFICATION REGULATIONS The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif.97.375. 1. Member to Agreement notifying: NETHERLANDS. If applicable, name of local government involved (Articles 3.2 and 7.2). 2. Agency responsible: Ministry of Agriculture, Nature Management and Fisheries. Agency or authority designated to handle comments regarding the notification can be indicated if different from above: National Enquiry Point. 3. Notified under Article 2.9.2. 4. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Propagating material of florist and tree-nursery crops, including perennial plants, insofar as not EU-harmonized. 5. Title, number of pages and language(s) of the notified document: NAKB Certification Regulations. 6. Description of content: The certification regulations pertain to commercially-produced propagating material, offered voluntarily to the NAKB for the certification of varieties and strains of strawberry plants, Bouvardia, Dendranthema, Dianthus, Euphorbia Fulgens, Freesia, large-fruit crops, small-fruit crops, avenue and ornamental trees, Pelargonium, Rose and vegetatively propagated bedding plants. 7. Objective and rationale: To promote, by means of certification, reliable propagating material of florist and tree-nursery crops being produced, marketed and retailed by the industry and to ensure that the use of reliable, certified propagating material of florist and tree-nursery crops -- as well as the improvement thereof is promoted. In the case of certification, the varieties/strains must meet stricter quality requirements than the standard material as specified in the NAKB Inspection Rules, so that the certified material offers an added quality guarantee. If the material meets the prescribed requirements, the NAKB will issue an official declaration: the certificate. 8. Relevant documents: (a) NAKB Inspection rules (basic rules); (b) NAKB Follow-up Decree (Bulletin of Acts and Decrees 1994,598); (c) Seed and Planting Stock Act (Act of 6 October 1966; Bulletin of Acts and Decrees 455, regulating the plant breeder's rights and the movement of propagating material of agricultural and horticultural crops. 9.
